2 WRC-12 Credentials Committee
One of the four statutory committees of WRC-12 (GR/68) Accreditation (CV/Art31/324) Delegations sent by Member States to a World Radiocommunication Conference shall be duly accredited Signature (CV/Art31/326) Accreditation of delegations shall be by means of instruments signed by: the Head of State, or the Head of Government, or the Minister for Foreign Affairs, or the Minister responsible for questions dealt with during the conference Provisional accreditation (CV/Art31/327) Subject to confirmation prior to signature of the Final Acts of WRC-12, provisional accreditation of delegations may also be signed by: the Head of the Permanent Mission of the MS concerned to the UN Office at Geneva The Head of the Diplomatic Mission of the MS concerned to Switzerland

Credentials in order (CV/ ) Accreditation entitles a delegation to exercise the right to vote of the Member State it represents and to sign the Final Acts (unless the MS has lost its right to vote) Credentials not in order (CV/333) A delegation whose credentials are found not to be in order by the plenary meeting shall not be entitled to exercise the right to vote or to sign the Final Acts until the situation has been rectified. However, pending the decision of the Plenary Meeting, the delegation shall be entitled to participate in the conference and to exercise the right to vote of the MS concerned. Transfer of powers (CV/335) A Member State which is unable to send its own delegation may give the delegation of another Member State powers to vote and sign on its behalf. (No need for the latter MS to have the right to vote.) ( Powers must be conveyed by competent authority (see accreditation of delegation)) (Credentials and transfer of powers sent by telegram/fax shall not be accepted.) (Replies by telegram/fax to requests by the Chairman or the secretariat shall be accepted.) Proxy vote (CV/336) A delegation with the right to vote may give to another delegation with the right to vote a proxy (mandate) to exercise its vote at one or more meetings. A delegation may not exercise more than one proxy vote. (Notification must be submitted in writing by delegation to Chairman) (Delegation can, however, withhold more than one proxy (mandate) and therefore sign the Final Acts on behalf of several MS)

Role of the Credentials Committee Statutory Committee set up by the Plenary Meeting at opening of WRC-12 (GR/68) It verifies: the credentials, ensuring that the requirements stipulated are fulfilled the transfer of powers from a Member State unable to attend the conference to a delegation of another Member State. the proxy to exercise a vote at one or more meetings given by a delegation to the delegation of another Member State having the right to vote (proxy votes) It reports to the Plenary Meeting within the time specified by the conference. (As a general rule, first report week 2; oral reports by chair; final report week 3)
