4. The Emergency Medical Services System (EMS)
The first responder is part of the EMS
In 1973 U.S. Congress enacted the EMS act
Multi-tiered nationwide system of emergency health care
The DOT National Highway Traffic Safety Administration (NHTSA) has set up standards for the EMS system
