2. Recommendation It is recommended that the City Council:
Find that the following proposed actions are exempt from review pursuant to the California Environmental Quality Act (“CEQA”), pursuant to State CEQA Guidelines Section (b) (3); and
Authorize the City Manager to execute all agreements associated with the receipt of $2,714,430 in reimbursable grant funding from the Los Angeles County Metropolitan Transportation Authority (Metro) for the implementation and management of the Union Street Two-Way Protected Bicycle Lanes (Cycle Track) Phase I Project (Capital Improvement Project Number 75087).

3. MSC Recommendation MSC actions on October 11, 2016:
Expressed support for the project
Recommended that the City Council authorize the City Manager to execute the agreement with Metro
Requested information be included on the following:
Strategies to accelerate implementation
Existing use of on-street parking spaces
Estimated number of parking spaces lost

4. Background
July 2013 – Following review of a Draft Bicycle Transportation Plan, MSC directed staff to evaluate a network of protected bike facilities that would provide for east/west bicycle circulation across the City.
November 2013 to August 2015 – technical analyses and outreach conducted to create the Bicycle Transportation Action Plan that included the requested bicycle facilities.
August 2015 – Bicycle Transportation Action Plan adopted as part of the Mobility Element.
Union Street project incorporated into FY 2016 Capital Improvement Program.
Awarded a 2015 Metro Call for Projects grant to final design/install the first of two phases of two-way protected bicycle lanes on Union Street.
