2 Legislation Addressing Dyslexia 2017 Session
HB 79 by Rep. Gayle Harrell HB 1111 by Rep. Rene Plasencia and Rep. Gayle Harrell HB 7069 by Appropriations Committee and Education Committee and Rep. Manny Diaz

3 HB 79 Rep. Gayle Harrell Requires teacher preparation programs to provide candidates for specified certification areas training in explicit, systematic, and multisensory reading strategies. Candidates for renewal of a certificate in the specified areas or for a reading endorsement must also receive training in those strategies.

4 HB 79 Rep. Gayle Harrell Prohibits districts from waiting until a student receives a failing grade in reading to initiate interventions. Enhances communication to parents by requiring the Department of Education to develop a handbook that districts must provide to parents of students with a substantial reading deficiency.

5 HB 79 Rep. Gayle Harrell Requires teachers who teach retained 3rd graders to hold a reading certificate or endorsement. Requires the Commissioner of Education to annually report to the State Board of Education district reading performance information and identify effective intervention and support strategies used by school districts to improve the performance of struggling readers.

6 HB 79 Rep. Gayle Harrell Just Read, Florida! Requires JRFO to:
Work with Lastinger Center to develop training on integrating content-area texts into reading instruction and on evidence-based reading strategies. Work with the Florida Center for Reading Research to identify reading instruction and intervention programs that incorporate specified strategies. Work with teacher prep programs to integrate specified, evidence-based reading instruction and intervention strategies.

Gayle Harrell Requires the department to periodically review certification and coverage areas that involve reading instruction and recommend changes to improve training and instruction Requires that data from the Kindergarten screener be used in identifying students needing interventions and support

Amended to include various provisions of HB 79 by Rep. Gayle Harrell including the following provisions: Revising the duties of the Just Read, Florida! Office Revising core curricula requirements for certain teacher preparation programs to include certain reading instruction and interventions Requiring certain educator preparation institutes to provide evidence of specified reading instruction as a condition of program approval and continued approval Revising requirements for renewal of professional teaching certificates

9 HB 7069 HB 7069 incorporated provisions of various Education bills including all the key provisions from HB 79 and HB 1111 including:

10 HB 7069 All provisions requiring educator preparation institutes to provide training in evidence-based, phonics-driven reading strategies including: Revising requirements for professional development to include training on reading instruction and intervention and mentorship Requiring DOE to conduct a review of requirements for certain endorsement and certification areas and recommend changes to State Board of Education based upon identified evidence-based reading strategies.

11 HB 7069 Included HB 79 changes to Just Read, Florida! Including:

Requiring that data from the Kindergarten screener be used in identifying students needing interventions and support Requiring superintendent to certify that K-5 reading instruction and intervention materials comply with criteria identified by Just Read, Florida! beginning July 1, 2021
