How can/should NHMSs engage with the private sector?
World Meteorological Congress Geneva 2015 Agenda Item 9: FUTURE CHALLENGES AND OPPORTUNITIES Future role of the private sector in meteorology Decisions/actions: ‘…provide guidance on developing relationships with the private sector…’ considering ‘…growing involvement of …private sector…in the full value chain of activities…observations,…data acquisition,…information, processing,…product dissemination…’ Concerns : ‘…commercial interests could lead to…poor weather information…exaggerated to attract attention and business’…..could undermine the role of NMHS and impact on “public good services”.

Why now? A few key drivers
Dramatic increase in data analytics and computing power - IT & big data companies as entrants to weather enterprise. New satellite and other technologies plus improving connectivity supplementary observations available. (Private enterprises seek to sell data as product to NMHSs.) Public spending constraints. Growth in demand for weather, climate, water, marine and related environmental products and services.

Decision 73 from EC-68 The Executive Council requests the President of WMO and presidents of regional associations to lead the development of the Strategy, in consultation with the broader WMO community, for the consideration of EC-69, and in particular to pay attention to the following aspects: Assess experience, good practices, opportunities, risks associated with private sector engagement; (Case Studies / White Paper) To develop draft principles for private sector engagement based on key issues in Annex 2; To propose mechanisms and structures to foster dialogue and consultations, taking into consideration global, regional and national contexts, with a focus on national circumstances; To propose options for future governance of public-private partnerships and directions for development of WMO guidance to Members; To engage the Permanent Representative of Members in discussions and deliberations.

Some Initial Principles of Engagement
Seek for win-win public-private collaboration scenarios that benefit society. Recognize mandates and responsibilities stemming from international and national legislation and regulations. Promote adherence to international norms and standards in meteorology, hydrology and climatology. Accelerate uptake of research and technological developments into operations and stimulate the generation, translation and dissemination of valuable knowledge. Keep the needs of developing countries, LDCs and SIDS in focus. Respect public service mandate of NMHS – public safety is a government responsibility

Current Timeline Oct-Dec – draft white paper as basis for discussion at PRA-PTC – ad hoc reference group supporting 9-10 January (PRA-PTC meeting): Presentation and discussions on draft white paper and framework strategy. 31 January: circular letter to Members, call for contribution (Case Studies). 7 April: Revised white paper and framework strategy complete. 10-17 May (EC-69): EC discussion on revised white paper and framework strategy.
