Conditional Voter Registration (CVR)

CVR | In General CVR was enacted in 2012, to be operative on the January 1st after the certification of a statewide voter registration database VoteCal was certified September 2016 CVR will be operative as of January 1, 2017

CVR | What Is It? A properly executed affidavit of registration that is delivered by a registrant to a county elections official during the period of E-14 through and including Election Day. The registration is deemed effective once the county elections official processes the affidavit, determines the registrant’s eligibility to register, and validates the registrant’s information before or during the canvass period.

CVR | How It Works The processing of a CVR shall be processed as a “regular” registration A CVR voter can cast a CVR provisional ballot during the period of E-14 through and including Election Day CVR provisional ballots are subject to the same requirements as other provisional ballots

CVR | In Action Monterey County will conduct a municipal election on January 24, 2017 Los Angeles County will conduct a special election for a congressional vacancy in early 2017 These will be among the first elections in California using CVR

CVR | County Duties Process affidavits, determine the registrant’s eligibility to register, and attempt to validate the registrant’s information before or during the canvass period Provide CVR and provisional voting at all permanent offices of the county elections official in the county May offer CVR and provisional voting at satellite offices

Update VoteCal/EMS - CVR registrations - “Acceptance” of a CVR provisional ballot - Voter history Voter Fraud If it appears that a registrant may have committed fraud within the meaning of Section 18560, the elections official shall immediately notify in writing both the district attorney and the Secretary of State.

CVR | CACEO CVR Committee
The committee met over the course of several years to contemplate the law and a multitude of scenarios Ultimately drafted FAQs relating to CVR in general, the issuance of CVR provisional ballots, and CVR provisional ballot return Thank you for all of your time and effort!

CVR | Secretary of State
Issue a CCROV in January 2017 - Outline the laws and duties - Attach the CACEO CVR Committee’s FAQs Stay in contact with the counties who are implementing CVR in 2017 as they prepare for and conduct their elections Work with VoteCal on the next phases of CVR and vote center implementation If necessary, seek amendments to the Elections Code
