Acronyms CTAG: Career-Technical Assurance Guide (Discipline specific advising guide) CTAN: Career-Technical Articulation Number (Couse-Level Articulation) SCTAI: Secondary Career-Technical Alignment Initiative WebXam ®: the delivery mechanism for the ODE End-of- Course (EOC) exams. Secondary students are required to pass the exam in order to receive credit under (CT)2. When applicable.

The first section of any CTAG will always list the name of each CTAN. The credit hour value for the CTAN is also listed. The CTAG will also outline the requirements and conditions for earning credit that is transferable to a post secondary institution under advising notes.

Compliance, Auditing, and Your Institution
As new CTAGs are announced, expected compliance data is released at the post-secondary level via a “Compliance Report” Secondary and post-secondary institutions with similar courses or programs should “comply” and submit their courses for review A faculty review panel determines if submitted courses are equivalent to the learning outcomes listed in the CTAG If approved by the panel, the course becomes part of the statewide guarantee for credit and the institutional audit will be updated

Coordinator or Faculty Panel Lead
CEMS WORKFLOW Content Experts Institutional Coordinator OBR Faculty Panel Lead Faculty Panel Members Match Approved Match Disapproved Pending The content experts at a given institution work in conjunction with their institution’s Coordinator to develop both a course inventory and a match. The institutional Coordinator quickly reviews the submission, and if there are no glaring errors, sends the submission forward to the appropriate Faculty Panel Lead. Upon receipt of the submission, the Panel Lead conducts a quick review, and if there are no glaring errors, sends it forward to the panel members, who send their decisions back to the panel lead. Sent forward by: Coordinator or Faculty Panel Lead Sent back for re-work by: LEGEND Sent back for re-work after review by: Faculty Panel Lead If the panel disapproves the match or says it is “pending,” the match is sent back to the OBR Coordinator, who then forwards it to the school’s institutional Coordinator for re-work. It may then be re-submitted in the next review cycle. If the panel approves the match, it is then posted as part of a guarantee.

Full Faculty Panel Review
Institutions will need to provide a narrative description of how learning outcomes are being met Review Panel - Faculty members from public institutions of higher education and career-technical institutions review courses submitted in CEMS to determine course equivalency Used when: No industry standard or third party credential exists for the discipline, AND WebXam® End of Course Exam (EOC) has not been endorsed

Certificate of Affirmation
Used When: ODE End-of-Course (EOC) Examination sufficiently meets the post-secondary learning outcomes Endorsed by faculty item writers and faculty panels Institutions Must: Teach the applicable ODE course(s) Submit a completed Certificate of Affirmation form in CEMS Offer the applicable end of course exams Students must: Meet the requirements in the CTAG, passage of the course(s) with a grade of “C” or better, and pass the EOC exam. Request a copy of the Verification Form, with qualifying EOC exam scores attached, are sent to the institution offering the technology or course.

Industry Credential/Charter
Used When: Course/program content is created and validated by a third party. Programs are accredited and students earn the approved third party credential(s) Institutions Must: Submit course(s)/program with applicable accreditation documents in CEMS Students must: Meet the requirements in the CTAG, passage of the ODE course(s) with a grade of “C” or better, and earn the third party accreditation/certification/license. Request a copy of the Verification Form, with qualifying EOC exam scores and third party credentials/certifications/licenses attached, are sent to the institution offering the technology or course.

About the CEMS Submission Process
Course submissions in CEMS are a three-part process, regardless of the type of submission. Users create the course(s) associated with a specific CTAN. Users match the course(s) they just created to a specific CTAN. Institution sends matches to ODHE for review.

Completing the Certificate of Affirmation

A Note About the Certificate of Affirmation
The Certificate of Affirmation should be completed by the teacher who is actually teaching the courses for which they are submitting. There are multiple spaces on the Certificate of Affirmation to enter course titles and the EMIS codes for multiple submissions. A Certificate of Affirmation should be filled out for each CTAG area for which you’re submitting.
