2 Policy Context CIC and CBSA work cooperatively to:
welcome temporary residents (including students) and permanent residents, while managing security concerns around entry of foreign nationals. The education community often requests policy changes to further facilitate the entry of students. However, it is in our mutual interest to balance facilitation with rigorous security measures to maintain public support for the program.

What is required: Positive evaluation of existing pilots Extensive Consultations - through working groups, and with federal & provincial partners and institutional stakeholders Broad commitment to national implementation by all partners and stakeholders Additional resources
