Simple Initial ICT solution – Minimal Valuable Product Focus on capturing land rights Incremental improvements but not fragmentation & breaking projects into smaller stages Simplify by design. Remove complexity, fragmentation and duplication Information openness and interoperability Interoperable, modular and reusable ICT systems Bring in Innovations and explore options via technology trials Shorter contracts terms How is that possible?

6 How did it work before? Is that the only way forward?
Best practices – grow local capacity… International large contracts proved to be very problematic if not a disaster Local/internal team increasing its capacity with growing scopes Mainly observed in Eastern Europe countries/FSU with traditionally high level of ICT community Local/internal teams are fully controlled and tasked with whatever issues on hands Almost all local teams came to the point of major system upgrades and re-engineering Trend in moving to fully centralized Data Center solutions Is that the only way forward?

7 Industry Trends Maturity of Technologies and Proven Innovations Data complexity – customized versions of LADM Flexibility of Processes – BPMN Workflows and Configured Rules Availability - Web 2.0/Restful API/CMIS/OAIS Affordability – open source and no-cost license software stack Scalability – cloud-ready architecture Agility – Low cost hands on trial and validation of Proof of Concept or MVP And it’s complex… under the hood. Users need not to get into that!

Key modification – start from selecting LA IT platform/framework Define a set of simple business valuable processes and requirements - POC Allow competitive vendors to adopt/customize/configure their IT platforms to deliver POC Involve local experts into cooperative work with the vendors on POC Evaluate deliverable and select the vendor Stage the project implementation via MVP and operational testing of the iterative deliverable Ensure the knowledge transfer and local capacity growth in the defined dimensions: IT and business alignment IT governance Maintenance and Support Outsourced/shared/ or full ownership over provided solution Solution Vendor as a long term strategic partner but no life-long “lock-in” - win-win
