1 Coincidental Penalties
A Presentation for HCOP Level 2 and 3 Officials Produced by Greater Toronto Hockey League Officiating Program Coincidental Penalties for Intermediate Referees

2 Coincidental Penalties
Outcome To correctly apply the rules in basic coincidental penalty situations. Coincidental Penalties for Intermediate Referees

3 A coincidental penalty situation occurs when a
MINOR / BENCH MINOR or a MAJOR / MATCH penalty is assessed to BOTH TEAMS at the SAME STOPPAGE of play. Coincidental Penalties for Intermediate Referees

4 Coincidental Penalty Situations
13:00 A4 = Minor (2) B7 = Minor (2) 12:00 A6 = Minor (2) B9 = Bench Minor (2) 11:00 A8 = Major (5) B3 = Major (5) 10:00 A2 = Match (5) B5 = Major (5) Coincidental Penalties for Intermediate Referees

5 Important Note #1 Rule 4.2(c)
When a player is assessed both a Minor penalty and a Major penalty at the same time, the Major is served first. Example: 12:00 A4: Coincidental Penalties for Intermediate Referees

6 Important Note #2 Rule 4.12(e)
When a Minor penalty and a Major penalty are assessed at the same time against two different players of the same team, the Referee is to report the Minor as being the first penalty assessed. 12: A4: 2 12: A6: 5 Coincidental Penalties for Intermediate Referees

7 Procedure for Solving Coincident Penalty Situations
Coincidental Penalties for Intermediate Referees

8 MOTO M - Cancel as Many penalties of the same value from each team as possible and… Coincidental Penalties for Intermediate Referees

9 MOTO M - Cancel as Many penalties of the same value from each team as possible and… O - Cancel as many penalties as possible in a way to make teams only One player short, then Coincidental Penalties for Intermediate Referees

10 MOTO M - Cancel as Many penalties of the same value from each team as possible and… O - Cancel as many penalties as possible in a way to make teams only One player short, then T - Cancel as many of the remaining penalties as possible in a way to avoid Taking an extra player off the ice, then Coincidental Penalties for Intermediate Referees

11 MOTO M - Cancel as Many penalties of the same value from each team as possible and… O - Cancel as many penalties as possible in a way to make teams only One player short, then T - Cancel as many of the remaining penalties as possible in a way to avoid Taking an extra player off the ice, then O - Cancel as many of the remaining penalties as possible using the Order of occurrence (i.e., the order that the penalties were reported by the Referee) Coincidental Penalties for Intermediate Referees

12 m OSAT o (an alternative to MOTO)
M - Cancel as Many penalties of the same value from each team as possible and… OS - Cancel as many penalties as possible in a way to make teams only One Short, then AT - Cancel as many of the remaining penalties as possible in a way to Avoid Taking an extra player off the ice, then O - Cancel as many of the remaining penalties as possible using the Order of occurrence (i.e., the order that the penalties were reported by the Referee) Coincidental Penalties for Intermediate Referees

13 Assume all penalties occur at the same stoppage. A. A4 2 B7 2
Coincidental Penalties for Intermediate Referees

14 Assume all penalties occur at the same stoppage. A. A4 2 B7 2 MOTO
Cancel as MANY penalties of the same value from each team as possible… …that’s 1 “deuce” from each team… Coincidental Penalties for Intermediate Referees

15 Assume all penalties occur at the same stoppage. A. A4 2 B7 2
Cancel 1 deuce on each side (you’re done!)... Coincidental Penalties for Intermediate Referees

16 Assume all penalties occur at the same stoppage.
A. A B7 2 No time penalties result Both teams play at full strength A4 and B7 sit in penalty box until first stoppage of play after their 2 minute “sentence” (non-time penalty) is over Coincidental Penalties for Intermediate Referees

17 Assume all penalties occur at the same stoppage. B. A4 2 + 2 B7 2 A6 2
Coincidental Penalties for Intermediate Referees

18 Assume all penalties occur at the same stoppage. B. A4 2 + 2 B7 2 A6 2
MOTO Cancel as MANY penalties of the same value from each team as possible… …that’s 1 “deuce” from each team… Coincidental Penalties for Intermediate Referees

19 Assume all penalties occur at the same stoppage. B. A4 2 + 2 B7 2 A6 2
Cancel Team B’s deuce… Go to next step in MOTO to cancel Team A’s deuce… Coincidental Penalties for Intermediate Referees

20 Assume all penalties occur at the same stoppage.
B. A B7 2 A6 2 MOTO Test for ways to cancel 1 deuce on Team A to make them only ONE SHORT… Only one option exists… Coincidental Penalties for Intermediate Referees

21 Assume all penalties occur at the same stoppage. B. A4 2 + 2 B7 2 A6 2
Cancel A6’s deuce to make Team A only ONE SHORT… Coincidental Penalties for Intermediate Referees

22 Assume all penalties occur at the same stoppage.
B. A B7 2 A6 2 A4’s deuces are time penalties - Served by A4 Team A plays 1 short for 4 minutes A6 & B7 sit for 2+ minutes Coincidental Penalties for Intermediate Referees

23 Assume all penalties occur at the same stoppage.

25 Assume all penalties occur at the same stoppage.
C. A B7 2 A B9 2 Cancel both deuces on Team B Go to next step in MOTO to cancel 2 of Team A’s deuces… Coincidental Penalties for Intermediate Referees

26 Assume all penalties occur at the same stoppage.
C. A B7 2 A B9 2 MOTO ~ ONE SHORT Test for ways to cancel 2 deuces from Team A that makes them only ONE SHORT 2 options exist…go to next step in MOTO… Coincidental Penalties for Intermediate Referees

27 Assume all penalties occur at the same stoppage.
C. A B7 2 A B9 2 MOTO ~ AVOID TAKING Test for ways to cancel 2 deuces from Team A that AVOIDS TAKING an extra player from the ice 1 option exists… Coincidental Penalties for Intermediate Referees
