A. Continuous Increase in Migration International passengers and foreign residents are continuously increasing, as International exchange is invigorated in economic, social and cultural area Due to economic globalization, international migration of capital, culture and human is expected to speed up Proactive & effective measures for changing international environment of immigration service

Concern on national growth potential Low birthrate accelerating decrease in producing population(age 15~64) Aging population(over age 65) incurring social cost with healthcare, welfare, pension etc. National competitiveness weakening by shrinking deposit∙consumption∙investment and decrease in producing population Proactive opening through recognizing & inducing global talents as emerging agent of economic activity

2. Related Laws & Regulations
Immigration Control Act Provides for matters concerning control over the immigration of all natioanls & foreigner who enter in or departure from ROK Stipulates control over the sojourn of foreigners who stay therein and the procedure for recognition of refugees Framework Act on Treatment of Foreigners Residing in ROK Prescribes basic matters relating to the treatment, etc. of foreigners residing in ROK Specifies details on development of the Basic Plan for Immigration Policy and the Immigration Policy Commission Act on the Immigration and Legal Status of overseas Koreans Ensures overseas Koreans’ entry into and departure from ROK and their legal status therein Nationality Act Defines requirements for attainment, renunciation, re-attainment of nationality

World Class Korea Where Foreigners Live in Harmony with Koreans Vision Enhancing national competitiveness with a proactive opening 2. Pursuing quality social integration 3. Enforcing immigration laws 4. Protecting human rights of foreigners Policy Objectives ○ According to the directions above, 169 tasks were lined up. Those tasks are aimed at the four policy objectives on the slide. (4가지 정책목표를 읽기) ○ They are all coordinated to accomplish our vision of "The World Class Korea where foreigners live in harmony with Koreans.“ ○ Not being able to go through all 169 tasks, I will address some of the most important tasks in the 1st Basic Plan for Immigration Policy currently getting attention.

A. Enhancing National Competitiveness with a Proactive Opening Securing growth potential by attracting highly skilled foreigners Attracting highly skilled foreigners with an improved visa system such as start-up visa, job-seekers visa and permanent residents’ visa for indirect investors Granting dual nationality and easing requirements for general naturalization targeting highly skilled foreigners Managing manpower from overseas for the balanced development of the national economy Supplying with skilled labors reflecting industrial demand by improving labor introduction system Systematizing efficient use of unskilled labor by simplifying procedure and stabilizing environment for employment Creating a foreigner-friendly living environment Reinforcing civil service by supporting facilitated communication for foreigners Improving overall living environment by upgrading transportation, residential area, welfare, healthcare, education, leisure etc.

Pursuing Quality Social Integration Reinforcing education for and promotion of a multicultural society Raising awareness through education in the school and society as well as developing educational program for multiculture Boosting promotional efforts for a multicultural society through PR forum, seminar, media Helping marriage immigrants get settled Supporting settlement of marriage immigrants by standardizing social integration programs (Korean Language & Korean Culture course) Creating a sound culture for international marriage & a healthy environment for children of multicultural families Ensure overseas Koreans make the best of themselves Revamping legal status to promote economic participation of overseas Koreans Improving the Work-Visit system for overseas Koreans from China and the former USSR

Enforcing Immigration Laws Establishing the foundation for reducing overstayers Reinforceng prevention of overstayers at visa issuance stage and improving capacity to investigate illegal status and crack down on violators Consolicating systematic management of foreign ghettoes and foreign population therein Managing borders and foreigner information for national security Establishing high-tech border control system as to promptly & thoroughly manage border and passengers in question Introducing biometric identification system using fingerprints & photographs Strengthening international cooperation for border control Sharing information through the “Stolen & Lost Travel Document(SLTD)”of interpol and international cooperation system

Protecting Human Rights of Foreigners Preventing discrimination and protecting the human rights of foreigners Preventing abuse of human rights of foreigners based on race of nationality Enhancing systematic assistance for victims of domestic violence, sexual crime etc. Protecting human rights of foreigners in detention Reinforcing training on human rights and internal control and revamping related laws and regulation Providing complaint counseling services in cooperation with other organizations regarding back wages or legal issues Establishing an advanced system for refugee recognition and support Consolidating expertise of refugee screening and expanding infrastructure and supporting social adaptation & employment * cumulative total refugee applications of 2,600(June 2010): 202 recognized, 126 granted humanitarian protection (2,319 concluded)
