2 Universities core funding model
The Finnish Parliament yearly decides the overall amount of the core funding allocated to the Finnish Universities (for the whole sector) Approximately 1,6 billion € (2016) allocated between universities using the Ministry of Education and Culture’s funding model Core funding from the ministry comprises about two thirds of the total funding of the Finnish universities (on average) Other funding sources for example Academy of Finland, Tekes – the Finnish Funding Agency for Innovation, foundations, companies, international funding (EU etc.) HEIs are funded based on their achieved outputs All indicators calculated using 3-year averages When allocating funding for the year 2017, most of the indicators are averages from the years Funding allocated to universities in a lump sum

Vision 2020 for the Finnish universities Improved quality, Deeper internationalisation, Clearer profiles, Greater efficiency, Stronger impact The parliament decides on the overall amount of funding available for the universities and polytechnics. The funding models determine what percentage of the funding is allocated to which performance. MoE allocates core funding (direct government funding) to universities and polytechnics. Funding is allocated in a lump sum. Public research funding is a separate part of the budget. To calculate the core funding, performance indicators are used. HEIs are funded based on their achieved perfomance outputs (not the targeted outputs). Funding for the year 2015 is calculated in 2014, using the average performance achieved by the institution between

PhD degrees, 9 % (approximately 140 million €) Number of PhD degrees awarded up to the agreed target Targets are agreed between the each university and Ministry of Education and Culture at the performance agreement negotiation For example if “University a” has awarded 180 PhD’s and the total output of all universities combined is (both 3 years averages), funding calculated using this factor would allocate million € to university (if university’s output not above target) International teaching and research personnel 2 % (approximately 32 million €) Number of foreign nationals in teaching and research staff

Scientific publications, total 13 % (approximately 210 million €) Main emphasis on refereed scientific publications Articles, monographs, conference proceedings Calculated using publication forum rating by Federation of Finnish Learned Societies The classification has three levels: 1 = basic; 2 = leading; 3 = top and in addition other identified publication channels which have not received level 1 rating are marked with 0 The higher the rating of the publication the greater the coefficient of the publication in funding calculation – level 1=coefficient 1, level 2=coefficient 3, level 3=coefficient 4 (level 0=0,1) monographs extra coefficient 4 Also other publications included Non-refereed articles, books, and conference proceedings, professional publications, publications intended for general public Coefficient 0,1

Competed research funding, total 9 % (approximately 140 million €) Based on R&D funding that universities have obtained from competed sources Internationally competed research funding (3 % out of 9 %) Competed EU funding (not including structural funds) foreign funds and foundations international organisations other international funding Nationally competed research funding and corporate funding (6 % out of 9 %) The Academy of Finland Tekes – the Finnish Funding Agency for Innovation domestic and foreign companies
