2 Background | NHVR The NHVR is established under the Heavy Vehicle National Law (HVNL) to administer Heavy Vehicle Regulatory functions, such as compliance, enforcement and road access. The HVNL specifies a role for councils as Road Managers, to which the NHVR is required to seek consent from, prior to finalising an access permit for a heavy vehicle operator.

Very manual process (limited automation) communication (difficult to track and report against) Limited tools to assist councils process consent requests Lack of regulatory transparency or consistency This is a relatively new role for councils and many councils do not have a great deal of confidence to process a consent request and resourcing is an issue

5 Local Government’s Role
To efficiently carry out this new role, councils did not receive the direct support required. As a result councils have adapted to the role with different approaches to risk management, resourcing and processing. What we have heard. . . Limited understanding of Performance Based Vehicles (PBS) Limited understanding of Pre-approvals/Notices Heavy vehicle configuration details – no uniformity General confusion as Road Managers are supplied with Case Numbers, Road Manager Consent Numbers and Permit Numbering Operating Conditions – not sure what to apply and no uniformity

Our Vision We are implementing a NATIONAL ACCESS MANAGEMENT BUSINESS MODEL for industry that delivers national consistency, improved transparency and reduced regulatory burden, while addressing stakeholders expectations

Delivery Stream Objectives Expected Deliverables Policy Setting Work with stakeholders to develop nationally harmonized operational policies, ensuring similar outcomes are applied to similar events. This will improve decision making abilities, create transparent regulatory practices and reduce the varied operating requirements customers currently comply with. Standard Conditions (+ statements of reason) Demand Management, including pre-approvals and national notices Nationally harmonized operational policies Visual hierarchy of vehicle configurations Process Reform Implement the most effective and efficient national permit processes to ensure stakeholder expectations are met. This will include elimination of lengthy manual processes through automation and streamlining of administrative steps, providing tools and approaches to governments to ensure Road Managers are supported to provide timely responses. Simplified forms Validated application processes Fast tracked (risk-based) processes Road Manager consent tools Road Manager communication protocols System Enhancement Develop a new comprehensive framework and system for Access Management Permits to be delivered by the NHVR. This will support risk-based decision making processes, appropriate capacity to manage workloads, easily understood requirements by all stakeholders, and an integrated electronic system for permit issuing and compliance processes. NHVR has a ‘plan to fix’ and are working towards it It is not just a system change, but a transformational program, with many issues that existed before the NHVR permit process went live NHVR is now addressing these issues in partnership with all stakeholders – we need your ongoing support and assistance! To achieve it, we need agreement and continued support from jurisdictions, particularly on policy and processes that require re-alignment
