Plan of Action to 2014 The Plan of Action to 2014 established the working group on capacity-building and cooperation for advancing towards the formulation of a regional instrument. States that all signatory countries may participate in the working group, in which they may be represented by the Focal Points or a representative appointed by them. Non-signatory countries of the region may participate as observers in these meetings.

Plan of Action to 2014 Cont’d
States that, at its first meeting, the working group will establish a calendar and define the form of its meetings. The group shall also specify the number of meetings to be held each year (at least two), favouring the use ICTs and possibly meeting during regional meetings to which the signatories are convened.

Objectives of Working Group
The main objective of the working group is to make a proposal to intensify regional and international cooperation with regards to training and financing needs and operations, both for the public sector and for the public in general.

Objectives Cont’d Actions To Be Taken Expected Outcome
Review and analyse the ECLAC questionnaire and report; Identify needs; Compile a list of training resources available; Prepare a proposal for the consideration of the Focal Points. Expected Outcome Training and cooperation proposals and a list of opportunities in this connection.

Progress to Date First meeting of working group on capacity-building was held and attended by; Focal Points of the Declaration and other representatives of the states signatories of the declaration ; Members of the public (registered at the Regional Public Mechanism).

Coordinators suggested the following objectives for 2013: Identify capacity building needs and generate a list of resources available for government and the public Identify best practices with regards to the three pillars of Principle 10 Make recommendations to focal points regarding intensification of cooperation based on needs, funding and capacity building options, both for public sector as well as the general public. (scope and priorities)

Quickr site established to continue group discussions and exchange of ideas/information. (Site is being administered by ECLAC)

Agreements Reached Group discussions will continue through the Quickr system. (Will be accessible to all participants) Coordinators will prepare a proposal of activities for 2014 to be submitted for consideration at the third meeting of Focal Points. The proposal will be prepared by the coordinators, with support from ECLAC and Presiding Officers.

Next Steps Second virtual meeting will be held in October 2013.
Third meeting of the Working Group to be held back to back with the third meeting of Focal Points (not virtual).
