Homebound Statistics We currently have 8 full-time district contract positions which include: District Coordinator, Elementary Case Manager, Middle School Case Manager, and High School Cases Managers. The Homebound Department also employs many teachers throughout the District to help cover the 42 schools and to help teach approximately 1000 student cases each year.

South Carolina State Department of Education Mandate
“School districts that fail to fulfill their responsibilities with regard to the delivery of medical homebound instruction are subject to the forfeiture of federal and/or state aid.” Homebound Instruction: A Guide for Parents and School Districts.” South Carolina Department of Education, 2013.

State Mandates Require the School District to:
make individualized decisions about the appropriate amount of instruction time for medically homebound students; provide medical homebound instruction and any other required services in a timely manner; consider whether the student seeking medical homebound instruction qualifies under Section 504 or is eligible for entry into programs for children with disabilities because of his or her accident or illness; and provide medically homebound students with opportunities for continued participation in the general curriculum, extracurricular activities, and nonacademic activities.

Why Homebound Instruction?
Once a student is approved for homebound. Days coded as unlawful and medical can be changed to homebound. This benefits the school district, school report cards, and the student. Students are serviced by certified teachers, in a small group setting or individually, to complete their coursework. Homebound teachers are sometimes the last chance for a student to complete their grade level in either elementary or middle school, or to graduate from high school.

Types of Homebound Intermittent
A student who has been approved for intermittent homebound must attend school. They can be out occasionally as a homebound student; however, it must pertain to the approved homebound paperwork that was signed by the doctor. For every day they are out, a note from home must be sent in to cover that absence. It must relate to the diagnosed illness. Full-time A student on full-time homebound is out for consecutive days in a row.

Process of Approval School Homebound Coordinator or Attendance Clerk notifies the parents of excessive absences. Parents may also contact the school due to the student being in the hospital or know the student will be a out due to an illness. Sometimes teachers are the first to recognize a potential candidate for Medical Homebound services. Parents pick-up homebound packet from the school for the doctor to complete and is returned to the District Office for approval. Only a doctor’s signature is accepted on homebound paperwork (a nurse or nurse practitioner is not acceptable). Homebound is either approved or denied by the District Homebound Coordinator. A teacher is assigned and work begins.
