ISES CWCS Phase 3 In light of our strategic refocus with the statewide student information system, the ISES/CWCS focus is now on what improves the course-teacher-student link data quality, and what improves the overall efficiency for end users.

New Validation Message
Part-Time Open Enrollment District versus Submitting District These two data field values may not “BE” equal. Throw an “error message” when PTOE District code and Submitting District code equal. P-T OE District Code Description/Comments FORMAT 0009 1)Must be a valid District Code from DPI Table. 2) District must be open at some point during the school year identified by YEAR. NA Not applicable. This student does not qualify as part-time open enrollment. HISTORY: Part-time open enrollment district will be a parallel collection for , as the data will be collected within the PI 1215 under the 4th Tab; Part 1 includes the number of resident students attending another school district for purposes of participation as a part-time student in the Open Enrollment Program. Part 2 includes the number of non-resident students attending courses offered within your district. This count does not include resident private school and home based students who take courses under s (4), Wis. Stats. Nor does it include students’ enrolled in a postsecondary program. This data is used to complete the School performance Report (SPR) s , Wis. Stats. In addition, the courses offered by your district and the student count for only non-resident students. Part-time open enrollment district will also be collected as an optional field for CWCS data collection and DPI will use this data to validate against the data reported by district within the PI 1215 for accuracy throughout in preparation for this being a mandatory field in program year

New Validation Message
World Language and Bilingual/ESL indicators are mutually exclusive. May not apply a World Language indicator and a Bilingual/ESL indicator within the same section/course/teacher record. A section may be one or the other or neither, but not both. Bilingual/English as a Second Language (ESL) class includes a course of study designed specifically for students whose native language is not English, delivered either in English or primarily in the native language of the students. Additionally, a class may include a course of study delivered in English and the target language as part of a two-way immersion program to also qualify as Bilingual/ESL. Bilingual/ESL Code Description/Comments Bilingual B A course of study designed specifically for students whose native language is not English, and delivered primarily in the native language of the students. English as a Second Language (ESL) E A course of study designed specifically for students whose native language is not English. Two-Way Immersion T A course of study that is delivered in English and/or the target language as part of a two-way immersion program. Not Applicable NA The course is not designed specifically for students whose native language is not English, nor is it part of a two-way immersion program. World Language Courses are domestic courses of study in languages other than English. Courses may be designed to meet the needs of heritage or second language learners. Such courses were previously commonly referred to as “Foreign Language” courses. The discipline has adopted the term “World Languages” to reflect the reality that these languages are spoken by resident communities within the United States as well as other in other nations. Valid World Language options within the DPI World Language table include: World Language Code Description/Comments Foreign Language Exploratory (FLEX) Programs FLEX An exploratory program, less than 60 minutes of instruction per week, with a cultural focus. Foreign Language in the Elementary School (FLES) Programs FLES A standards-based sequential curriculum, yearlong course of study, greater than 60 minutes of instruction per week, with a language focus. Immersion Programs IMMR 50% or more of the student’s day is spent learning in a language other than English. World Language WL A world language program included within the ‘Foreign Language and Literature’ subject area of the NCES course codes. Not Applicable NA Not applicable.

Data Quality Checks When you submit a course that falls within the Foreign Language and Literature subject area you are required to select a World Language data field value other than null “OR” not applicable (NA). Subject Areas “06” WI DPI Course Code List for grade levels 6 – 12 “56” NCES Elementary Course Code List for grade levels K – 5 Throw an error message when the course code falls within the subject area "06" or "56" and the value is set to "null" or "not applicable" (NA) for the World Language field. World Language courses offered based on student sub group counts is a Federal Reporting requirement. World Language Courses are domestic courses of study in languages other than English. Courses may be designed to meet the needs of heritage or second language learners. Such courses were previously commonly referred to as “Foreign Language” courses. Reporting World Language coursework is a Federal requirement so please take a few moments to validate your courses are setup correctly within your Student Information System Master Course File. If your course code is in the ‘06’ Subject Area it is a World Language course. World Language courses are set based on grade levels, see bulleted list below. 9 – 12 should be set to “WL” 6 – 8 may be set to “WL” or “FLEX”. Validate which type of course this is with your educators teaching the course they are your experts! K – 5 may be set to “WL” or “FLES”. Dual Enrollment Credit ─ Cooperative Academic Partnership Program (CAPP) is being expanded to include: College Credit in High School – Any one of several programs existing in some Wisconsin school districts which allow students to take college-level courses, taught by a high school teacher, and receive college credits without attending the college campus. Cooperative Academic Partnership Program: The CAPP program existing in some Wisconsin school districts which allows students to take college-level courses and receive college credits without attending the college campus. When college credits are applied districts are required to populate the local course title field with “College Code”, “College Course Number”, and “College Course Title”. Private and UW Systems have a 4 digit numeric code and Technical College systems have a 2 digit alpha code. Update: found a listing of all colleges in Wisconsin and all have a 4 digit numeric code assignment. Dual Enrollment Credit Code Description/Comments Advanced Standing AS High school courses or competencies that result in advanced college standing in the technical college system. Cooperative Academic Partnership Program CAPP Transcripted Credit TC High school courses that also result in the simultaneous earning of college credit. Youth Apprenticeship YA Students enrolled in a work-based learning program generally revolving around articulated and transcripted credit; 11th and 12th grade students. Youth Options – Private College YOPC Students are enrolled in a WI private college course for high school credit (student also receives college credit); available only for 11th and 12th grade students. Youth Options – Technical College YOTC Students are enrolled in a WI technical college course for high school credit (student also receives college credit); available only for 11th and 12th grade students. Youth Options – UW-System YOUW Students are enrolled in a UW-system course for high school credit (student also receives college credit); available only for 11th and 12th grade students. Not Applicable NA This course is not associated with a dual enrollment credit indicator.

Code Value Description Change
Dual Enrollment Credit – Transcripted Credit Transcripted Credit (TC) – High school courses taught by a high school teacher through which students can earn technical college credits based on an agreement between the high school and technical college. Transcripted Credit (TC) data field definition changing from: High school courses that also result in the simultaneous earning of college credit to high school courses taught by a high school teacher through which students can earn technical college credits based on an agreement between the high school and technical college. This update is to ensure there is clarity between earning college credits in high school based on a UW / Private college versus a technical college.

CWCS Main Menu | Reports | Summary Reports School Course Enrollment Report Teacher Workload Report Section Review Report Equivalency Report Dual Enrollment Report Validate that the educator that teaches the same general math class three times a week is reported as three unique section/course/teacher records through CWCS. Each class has a unique subset of student enrollment.

School Course Enrollment Report
The school course enrollment report gives you a high level view by school (all schools), collection year, and reporting term. Validate you have submitted all courses by grade level. Select the hyperlinks and review the student records associated with each course.

Teacher Workload Report
Review your teacher workload report to ensure you haven’t overlooked courses for a specific teacher. Filter your data review by collection year, reporting term, and school.

Section Review Report Here you may validate that all your sections have been reported, by term, collection type, collection year, and school. If you select the blue hyperlinks you can review the student and teacher details. Notice we provide both the NCES Course Title in addition to the Local Course Title.

Graduation Equivalency Credit Report
Verify you have reported all your CTE courses and student completion records not just the course(s) that are approved to apply the graduation equivalency credit indicator. We have identified issues with incorrect reporting of Career and Technical Education Equivalency Credit. The equivalency indicator may be applied to coursework equal to or greater than grade level nine (9). If you have an equivalency indicator set for coursework that falls in a grade level less than nine (9), please remove the indicator code or replace with a value of ‘NA’. The equivalency indicator may be applied to coursework that is listed within one of the Career and Technical Education subject areas, Family Consumer Science, Agriculture, Food and Natural Resources, or Technology and Engineering. If you have an equivalency indicator set for coursework that falls in one of the core subject areas, Math, Science, Social Studies, or English and Language Arts, please remove the equivalency indicator code or replace with a value of ‘NA’.
