4 What is the challenge? Donor funds are shrinking and conditions for funding becoming more stringent hence there is less money to go round. Thanks to new media, donors are more informed about what is happening on the ground and more discerning about what they want to fund. Increasing focus on impact by donors Competition is fierce with smaller organizations competing for the same funds as more established ones.

5 Why map donors? To understand the internal and external environment and learn where the big money. This will ensure you are properly positioned to take advantage of new funding stream and opportunities To enhance your competitiveness in the resource mobilization space and ensure you are fully aware of changing funding conditions, trends and donor priorities. To understand the interface between the donor and government priorities and linkages to your institutional programs.

6 Key questions Donor mapping is about understanding your donor’s priorities and identifying potential areas of alignment with your own.  • What are the key priorities of various donors in the country, region and globally? • What is the percentage of funds specific donors allocate to the government compared to those provided to other grantees such as NGOs etc? • What are the priorities of the donors in the region and what a resource allocations to the RECs? • Clarify the amount of funds the donor is willing to provided under each of its priority areas in the country  To which extent do the priorities of the donors cooperating with the country overlap with the government priorities and those of your institution?

7 To effectively deal with the challenges outlined above and find the big money, you need to undertake serious market intelligence and develop an institutional donor matrix

Information based intelligence tool to assist institutions to plan and strategize on Resource Mobilization Includes donor profile, targeted themes and funding streams available, influencers etc. Highlights funding conditionalities

9 How does the DM help the user?
Helps institutions to assess coherence and possible gaps in the priority development areas of Government, donors and your institution. Provides a comprehensive view of the total financial resources made available for the relevant development priorities of the country. Establishes the order of magnitude of financial resources allocated to the specific sector. Ensures you understands major donor trends and who is involved in various development activities in the country. Identifies possible sources of funding, synergies and opportunities to strengthen partnerships at the country, regional and global level Provides a ranking of the most likely donors for various projects and programs.

Multi-lateral donors 1 Include World Bank, IMF, UN Agencies, DFID, USAID etc They are attracted to strong proposals that show clear impact and value for money. Leverage on government funding to de-risk lending Government Funds INGOs 3 Many INGOs operate as sub-grantees for big donors They are attracted to governance, health, education and climate change Growing number of challenge funds

They range from big foundations like Gates & Rockefeller Foundation to smaller corporate and family trusts. There are a growing number of locally based Foundations in the region. Look beyond the traditional foundations. Target the Middle East, India and other non-traditional regions e.g Kuwait Fund, Islamic Development Bank 2 There are a growing number of African philanthropists. They are looking for game changing ideas to fund particularly around issues of youth, ICTs and entrepreneurship Individuals
