1 Charter Amendment Proposals
Fiji: Article 25.1.d(iii) Eligibility The Executive Board shall have the discretion to waive the provisions of sub-paragraphs (d) (i)-(ii) above. These discretionary powers shall include, but are not limited to, utilising the prevailing eligibility rules of an International Federation where the following conditions are satisfied by the applicant International Federation (ADD: no later than two years) (delete prior to the Entry by Number deadline six months ) prior to the Pacific Games If applied, the International Federation’s eligibility rules shall be sent to all PGAs (delete prior to the Entry by Number deadline six months ) (ADD: two years) prior to the Pacific Games.

Executive Board Recommendation Endorses the proposal to lengthen the time period prior to the Games from six months to two years by which the Executive Board must utilise its discretion to adopt international federation eligibility rules. Seeks General Assembly approval, via resolution, for discretion to be provided to the Executive Board in relation to Wallis & Futuna 2013 and Papua New Guinea 2015 where the final sports program may be chosen two years before the Games. For 2017 and beyond, the sport program must be contained in the bid document

PNG: Article 25.4 A PGA shall be required to submit competitor entries by name (ADD: for individual sports) at least 60 days prior to (ADD: and for team sports at least 30 days prior to) the commencement of the Games and each entry shall be accompanied by all necessary certification. Protocol 7.10 (Entries) Entries by name containing the names of competitors and the events in which they wish to compete, shall be forwarded electronically, to reach the OC at least sixty (60) days (ADD: for Individual Sports and thirty (30) days for Team Sports ) before the date of the opening of the Games

Executive Board Recommendation The Council will conduct a full and comprehensive review of the Charter and all of the athlete entry protocols following the 2011 Pacific Games. Outside of the context of this full review of the athlete entries process, the Executive Board does not support the adoption of a separate timeframe of 30 days for athlete entries in the team sports.

Regulation 5.1 – Archery Delete “double” in the FITA Round Add “Mixed Teams” events Allow “Gender Neutral” teams to enter either the Men’s or Women’s Teams events if insufficient Archers of same gender on a PGA team Executive Board approved subject to General Assembly ratification

7 Amendments to Regulations
Competitors Declaration Form to include the words: I also declare that my Pacific Games Association has provided me with a copy or an on-line reference to the World Anti-Doping Association’s Prohibited List and I will abide by it. Executive Board approved subject to General Assembly ratification
