3 What is NOEP? Nationally recognized model and is one of the largest SNAP outreach programs in the nation. NOEP is in place in most counties and all boroughs in New York State.

5 NOEP’s primary focus Increasing the participation of eligible New Yorkers in SNAP (The Supplemental Nutrition Assistance Program).

NOEP Coordinators, through community outreach and education, clear up misinformation and dispel myths.

7 NOEP is always… Free and Confidential

8 How NOEP helps people access SNAP
Prescreen – Talk with clients to see if they may be potentially eligible for SNAP.

9 How NOEP helps people access SNAP
Will ask about income, family size, etc. to help determine potential eligibility. Can do a budget worksheet to determine if the household is potentially eligible for SNAP. Local Dept. of Social Services (LDSS) or Human Resources Administration (HRA in NYC) makes the eligibility determination.

10 Potentially Eligible Households
We refer potentially eligible households to the SNAP application process – NOEP can assist all the way through the application process. Clients can get application and complete it themselves. Or they can use MyBenefits or AccessNYC. Other

11 How NOEP helps with the SNAP application process
Can send or take documents to LDSS or HRA.

12 How NOEP helps with the application
Can help with: Collecting and copying paperwork. Collecting and sorting medical bills.

13 How NOEP helps with the application
Works with LDSS or HRA as needed in order to: Ensure all the household’s documentation and verification are provided. Make sure application is filled out correctly for the household. Answer any questions from LDSS/HRA (with client consent) about the application.

14 How NOEP helps with the application
Can assist the client during the interview – in office or phone interview. (NOEP Coordinators cannot attend the interview, in-person or on the phone, in lieu of clients. Client must be present). Can assist by providing or securing translation services for the SNAP application process.

16 Helping with SNAP barriers
NOEP can help SNAP applicants resolve issues that might arise, for example: The SNAP application is not processed in a timely manner. The application is wrongly denied. An incorrect amount of benefits are issued – NOEP helps households get the maximum benefit they are eligible for.

17 Recertification NOEP can help with Recertification or provide a referral to someone who can assist.

NOEP also works to increase awareness of the School Breakfast Program and the Summer Food Service Program (Summer Meals). School is Out, Summer Meals are in!

20 Outreach To raise awareness of the benefits of NOEP, and increase participation in SNAP and the two federal child nutrition programs we work on, NOEP coordinators conduct outreach throughout their communities.

Setting up tables at community events. Putting up flyers. Distributing brochures.
