Funding available for libraries effected by Hurricane Harvey: Texas State Library and Archives Commission and Texas Library Association The Texas State Library and Archives Commission (TSLAC) will offer “Rebuilding Texas Libraries” disaster relief grants to public, school, and academic libraries in Texas counties affected by Hurricane Harvey. Libraries in the counties declared a disaster area will be eligible to receive up to $5,000 per affected location, with a maximum of $25,000 for libraries with multiple affected branches. National Endowment for the Humanities Cultural institutions in FEMA-designated disaster areas of Texas, Louisiana, Florida, and other impacted states and U.S. territories can apply immediately for NEH Chairman’s Emergency Grants of up to $30,000 to preserve documents, books, photographs, art works, historical objects, sculptures, and structures damaged by the hurricane and subsequent flooding. NEH will award up to $1 million in emergency grants. tdl.org

The Future of OA Most of us have heard this big news that publishing giant Elsevier has acquired bepress, the company behind the Digital Commons repository platform. The acquisition is one of SEVERAL strategic acquisitions Elsevier has made over the past months, as they have been signaling their intention to (a) assert control over research workflows at every stage of the research lifecycle and (b) stake a claim in the Open Access marketplace. The acquisition has caused some disquiet in the academic library community among those concerned that the dysfunction caused by semi-monopolistic commercial entities like Elsevier in the journal licensing space could cause the same problems in the Open Access and institutional repositories space, which have heretofore been dominated by Open Source, non-commercial solutions, or mission-aligned commercial operators like bepress. tdl.org

I just wanted to take a moment here to say that TDL stands aligned with SPARC and the Confederation of Open Access Repositories, who have voiced some of those concerns, as well as the need – now more than ever – for community-based infrastructure to support access to scholarly work. As a provider of community-based infrastructure – using open source platforms like DSpace, Dataverse, and DuraCloud and embedded in the regional, national, and international communities we serve – Texas Digital Library has long been committed to enabling researchers and academic institutions to to -- as this SPARC press release puts it -- “take back control of the research enterprise to ensure that it functions in a manner that has the public good at its center.” We are fully committed to providing open-source tools that put the academic research institution, the researcher, and the public good at the center of our work; and we seek and support partners like Chronopolis, DuraSpace and others that share that mission. Heather Joseph at SPARC is leading a charge to convene and galvanize the Open Access repository community to collective action around the support of community-based solutions, and we will support and participate in those efforts. And I just want to say too that TDL members can be proud of their support of these community-based endeavors through their participation in TDL as well as individual institutional efforts that are supporting open source library communities. tdl.org

Survey on DL Content Reuse
TDL members are invited to participate in a research study conducted by members of a sub-working group of the DLF Assessment Interest Group. Take a survey that will ask respondents to identify how cultural heritage organizations currently assess digital library reuse. The survey will consist of several questions asking participants to identify barriers for reuse and to prioritize potential solutions and next steps.
