Reporting “Percentage of recommendations addressed by relevant project areas”: Section 3.3.3: A comment for the group conducting the formal review of metrics. Artificially low measures of this metric can be avoided due to timing of receipt versus addressing and the reporting cycle can be avoided if the metric is defined as addressing them within some period of time. Then recommendations received later in the reporting period would not be effectively artificially counted as unaddressed if that period of time has not lapsed.

Reporting CEE Area Metrics: Another comment for the group conducting the formal review of metrics. There is an inconsistency in the definition of the metrics for CEE in that, the first two in Table 4-1 define a "user of XSEDE resources and services" as someone who accesses the XSEDE User Portal, while the the second two metrics use the same verbiage to refer to those with an allocation. There are other uses of the phrase "XSEDE resources and services" and we need to assure consistent meaning of this phrase whenever it appears in metric definitions.
