IN THE LEHIGH VALLEY, WE ARE CALLED PA CAREERLINK LEHIGH VALLEY. I’M HERE TO PRESENT AN OVERVIEW OF THE LEHIGH VALLEY WORKFORCE DEVELOPMENT BOARD AND ITS WORKFORCE SYSTEM CALLED PA CAREERLINK LEHIGH VALLEY. I’LL BE TALKING ABOUT GOVERNANCE, STRUCTURE, GOALS, FUNDING SOURCES AND HOW YOUR TAX DOLLARS ARE SPENT TO CREATE A WORLD-CLASS COMPETITIVE WORKFORCE FOR THE LEHIGH VALLEY. Business Growth 5/16/2018 Bakerly, a French producer of pre-packaged baked goods, completed construction of a new 77,000 square foot facility in Easton. The plant is scheduled to start operation in June They will need approximately 25 new production, shipping/receiving, maintenance, and forklift operators. B. Braun Medical Inc. has 25 open positions including general manufacturing associates, technicians, engineers and more. Central Admixture Pharmacy Services (CAPS) in Allentown continues to need pharmacy technicians, and expect to hire 120 new pharmacy technicians by 2018. Crayola is hiring 14 new positions including business analysts, technicians, financial analysts, general utility, e-commerce analysts. DHL Supply Chain is hiring up to 25 new material handlers, for 1st and 2nd shifts. DSC Logistics in Breinigsville is hiring 22 forklift drivers. FedEx Ground in Breinigsville is hiring up to 40 part-time package handlers and parcel sorters. Ideal Concepts has expanded by acquiring an additional 35,000 square foot facility in Allentown. Hiring plans include an additional 150 new jobs over the next two years. Lineage Logistics in Breinigsville needs up to 80 new material handler workers, auditor, forklift, HR generalist, mechanic. Lynar Corporation, an industrial machinery manufacturer in Allentown, is hiring 10 Computer Numerical Control (CNC) machine operators. Mack Trucks in Macungie is hiring approximately 250+ production technicians. The jobs are permanent full time and recruiting efforts will continue throughout 2017. Olympus Corporation of the Americas, in Center Valley, has posted 45 positions including marketing, machinist, compliance, technical support, purchasing manager, distribution, forecasting, and business development workers. II-VI Opto-Electronic Devices, in Easton, is currently hiring new test engineers, process operators, equipment maintenance, and testing technicians. OUR GOVERNANCE and FUNDING COMES FROM THE U.S. DEPARTMENT OF LABOR, FLOWS TO THE PENNSYLVANIA DEPARTMENT OF LABOR AND INDUSTRY AND IS PASSED THROUGH TO 22 pennsylvania WORKFORCE DEVELOPMENT AREAS. the governor has aligned the 22 workforce areas with the 10 prep regions, known as the partnerships for regional economic performance. our prep partners include the LEHIGH VALLEY ECONOMIC DEVELOPMENT CORPORATION, MANUFACTURERS RESOURCE CENTER AND THE SMALL BUSINESS DEVELOPMENT CENTER AT LEHIGH UNIVERSITY AND NOW THE LEHIGH VALLEY WORKFORCE DEVELOPMENT BOARD. wE ARE CAELOT. 8 East Penn/Western Lehigh Chamber of Commerce, Meeting the Demand Seeking & Training A Skilled Workforce, March 15, 2017

Company Right-Sizing 5/16/2018 Kraft Heinz in Macungie dislocating 400 workers including: production, operators, technical workers, material handlers, and administrative. (November 2016) Bosch Rexroth in Bethlehem dislocating 120 workers including: manufacturing, engineering, administration, and sales. (December 2016-June 2017) Unemployment Compensation Center in Allentown dislocating 90 workers including: call center, computer skills, data entry, administrative, and clerks. (December 2016-February 2017) Communication Data Services, Inc. in Breinigsville dislocating 46 workers including: administrative, financial, billing, computer skills, data entry, client managers, and supervisors. (January-March 2017) Nestlé Waters North America in Breinigsville dislocating 5 workers due to outsourcing transportation department. (April 2017) hhgregg in Whitehall closed dislocating 13 retail workers. (April 2017) Packaging Corporation of America in Allentown dislocating 16 workers including: miscellaneous hand laborers, customer service manager, accounting associate and supervisor. (March 2017) Phoebe Ministries in Allentown dislocating 33 workers including: CNAs, LPNs, housekeeping, and physical therapy assistant/aide. (April-May 2017) Family Dollar in Allentown dislocating 9 retail workers. (June 2017) VF Majestic is temporarily furloughing an estimated 45 printing division and sewing machine workers; expected to return. (Summer 2017) WE ARE GOVERNED BY THE COUNTY EXECUTIVES OF LEHIGH AND NORTHAMPTON COUNTIES WHO ARE THE GRANT RECIPIENTS and ARE accountable FOR THE FUNDS. the board’s BUDGET IS formula BASED ON demographics and DATA. THE composition of the board is stated in the law and MEMBERS ARE APPOINTED BY THE COUNTY EXECUTIVES. our 42 member board is charged to improve the quality of the workforce, reduce dependency on welfare, develop a sector strategy approach and promote work-based training...all aimed at meeting employer workforce needs. Growth and expansions Retirements Knowledge transfer Seasonal hiring Staffing agencies Qualified, Gold Collar Workers Upskilling and Credentials Strategic Workforce Issues The Lehigh Valley is experiencing a tightening job market resulting in …. …increasing wage pressures for companies. Warehousing and Logistics industries are growing and expanding, creating competition for mid- to lower-skilled workforce, like Amazon, FedEx, UPS, C&S Wholesale, Walmart, and more. Companies are starting to replace their retiring, greying workforce with a qualified, technologically-skilled workforce pipeline…. ….and they need to transfer their knowledge. Seasonal hiring impacts the inventory of workers and also increases the competition for workers. Companies continue to hire through staffing agencies ….that’s just the way it is! Continued lack of qualified workers for gold collar jobs, such as mechatronics, industrial maintenance, CNC machinists, Programmable Logic Control (PLCs), and more. Employers need to upskill current workforce to remain competitive and retain workers.
