Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C It seems that for the second week in a row the primary challenges faced by the construction crews are related to the weather. Wet streets can’t be milled, and they certainly can’t be milled and left unpaved and exposed to the elements for an extended period. Wet conditions can also adversely impact the quality of the asphalt coming from the plant. Then, if asphalt is applied and gets doused by rain before it has had opportunity to cure, the street must be re- milled and re-paved. Painting pavement stripes can’t be done during rainy weather, and there is the matter of worker and driver safety. Rain increases the possibility of accidents, so it would be unwise to have streets under construction while it is raining. Yes, regrettably, continued rain last week prevented the construction crews from making much progress in the city’s $30-million street resurfacing and natural gas distribution system improvements program. The schedule called for nighttime work on Palafox Street. But with the rain, that work has shifted to this week. The natural gas crews have similar challenges when it rains. Right now, the ground is saturated, and that makes it difficult to do the digging and boring needed to install the new medium-density polyethylene pipes. What’s the deal with these construction workers, are they unwilling to get wet? It would seem they’d be able to get some of the work done, even with the rain. It’s not a matter of worker comfort, the truth is rainy weather makes it difficult-to-impossible for road crews to accomplish their tasks. Date: 06/19/2017

Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C What is planned this week? The streets left to be paved downtown are Palafox, Main, and Tarragona. With good weather, Palafox will be completed this week. For the most part, last week’s milling and resurfacing schedule downtown has moved into this week. The focus is on nighttime work to mill and resurface Palafox Street. Here’s what’s planned, and of course, it is all weather-dependent: As the construction team adjusts schedules, they are also watching the schedule of downtown events so as not to interfere with anything already planned. Mon., 6/19: Garden Street to Main Street For instance, Blue Wahoos Stadium will host the Southern League All-Star game and festivities on June The construction crews had already planned not to pave Main Street on either of those nights. To the best of their ability, they will continue to plan around special events. It may take a little longer to get the work done, but it will also create fewer impacts for the community. Tues., 6/20: Palafox Place to Main Street (begin) Wed., 6/21: Garden Street to West Jackson Street (begin) Palafox Place to Main Street (complete). Thurs., 6/22: Garden Street to West Jackson Street (complete) What about work in West Pensacola (Group 9)? So, the contractor is sticking with the plan to mill and resurface the remaining downtown streets at night? It is more than 90 percent complete. The contractor has requested to put the work “on hold” until construction (by others) around the Government Street retention pond is completed. Yes, that seems to present the fewest traffic and business impacts. Date: 06/19/2017

Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C What’s the plan for Central Pensacola (Group 8)? Work in the South Palafox sector was completed several weeks ago. The current phase of the natural gas infrastructure improvements program is slated for completion in 2018. Work on the south end of A Street could start by the end of this week. Like everything else associated with the schedule, it is dependent on weather conditions. Are the road crews and natural gas crews continuing to coordinate their work? What about the work on the natural gas system? Given good weather, the crews will resume a normal schedule this week in the following Pensacola Energy sectors (refer to the map in Section 5): Yes, one reason the Pensacola Energy contractor has work underway in so many sectors right now is they’re moving around to stay ahead of the resurfacing work. They’re making sure digging and boring work gets done before the roadway crews show up. That way they won’t have to dig-up any new asphalt to complete installation of the new gas main. Sector 1A: Downtown West (80% complete). Sector 3A: Devillers Area (10% complete). Sector 4A: North Highlands Phase IV (50% complete). If citizens have questions, who can they call? Street Resurfacing and Natural Gas Improvements Section 6: Public Information Narrative C “The ground is saturated from the heavy rainfall,” said Pensacola Energy Gas Operations Superintendent Darryl Singleton. “But, the contractor is working as much as the weather allows and has construction activity underway in six separate service areas throughout the city.” June 19, 2017 Last week brought more rain to Pensacola, and with the rain came more schedule challenges for construction teams working on the city’s $30 million street resurfacing and natural gas infrastructure improvements program. Street resurfacing and natural gas teams have adjusted their schedules in hopes of better weather the week of June 19. If the weather permits, resurfacing crews plan to work this week on the following segments of Palafox Street: “The lack of progress isn’t because they’re afraid of getting wet,” remarked City Transportation Engineer Ryan Novota. “Quite frankly, road crews can’t accomplish much in weather like this. We don’t want them milling pavement and leaving it uncovered and exposed to the elements for prolonged periods of time, and they can’t put down new asphalt or stripe roadways when it’s wet or raining. This is frustrating, but the only thing we can do is remain patient and wait for an improvement in weather conditions.” Mon., 6/18: Garden Street to Main Street Tues., 6/19: Palafox Place to Main Street (begin) Wed., 6/20: Garden Street to West Jackson Street (begin) Palafox Place to Main Street (complete). Thurs., 6/21: Garden Street to West Jackson Street (complete) Teams charged with replacing antiquated cast-iron gas mains with modern, medium-density polyethylene pipes are also being impacted by inclement weather. Street Resurfacing and Natural Gas Improvements Section 6: Public Information Narrative C Downtown milling and resurfacing work is slated for overnight hours to minimize impacts for drivers, businesses, and adjacent property owners. Lane closures and travel delays. Congestion caused by construction vehicle/equipment traffic. Noise and dust associated with milling operations. As the roadway schedule changes to accommodate the weather, the contractor for Pensacola Energy continues to coordinate their activities so there are no conflicts between the roadway teams and the natural gas teams. Cars parked on the street must be removed before work in either the street resurfacing or natural gas improvements program. Vehicles left on the street are subject to relocation. “This is a coordinated effort, said Singleton. “We understand the importance of not having to dig-up or punch holes in any new asphalt to complete installation of the new gas main. Our crews are getting their work done before the roadway crews show up.” Construction personnel are going door-to-door hours in advance of work to notify property owners of the parking restrictions.
