1. Proposal for study scope of CJK IPTV-adhoc group

2. Background
We have agreed to organize CJK IPTV-adhoc group under the NGN-WG at the CJK NGN-WG meeting this April regarding a lunching FG-IPTV in ITU-T.
Over 100 delegates from CJK participated in the first FG-IPTV meeting in Geveva in this July. Most of them were not members of CJK NGN-WG.
The study scope of FG-IPTV covers the NGN issue, terminal, middleware, and audio/video coding. The list of draft deliverables is shown in the next page.
The TSAG decided to assign the parent SG of FG-IPTV to SG13. So, SG13 will study the deliverables to make Recommendations or submit deliverables to appropriate SGs after FG is finished.
Direction
The working area of TTC does not include IPTV terminals, middleware, and applications, so the scope of CJK IPTV-adhoc group should be restricted to NGN-related issues.
Considering the output of FG-IPTV, CJK-adhoc group should focus on network requirements for providing IPTV services.

4. Proposed Scope of IPTV-adhoc group
Proposal
【Proposal 1】 This contribution proposes that the scope of CJK IPTV-adhoc group should be limited to NGN-related issues to harmonize with NGN standardization. Other issues, such as DRM, Metadata, and coding, should not be discussed in CJK IPTV-adhoc group because there are few experts in CJK NGN-WG.
【Proposal 2】　IF CJK editing teams are organized to edit the deliverable of FG-IPTV, then this contribution proposes that the candidate document should be selected from the table below because the documents in the table are closely related to NGN. This is a good starting point as a first step.
