WTO standards system 1. Basic principles: Information in electronic format - timely provision of information in electronic format prior to cargo/container shipment - introduction of modern IT systems Integrated risk management methods - selection of objects for inspection - use of standard criteria - mutual acceptance of control Use of modern monitoring methods - large-scale x-ray machines - radiation detectors Benefits and incentives for companies ensuring minimal risk - faster customs clearing - enhancement of the company’s reputation - new business opportunities - closer working relations with customs authorities

Customs authorities – business
2. Dual strategy. Interaction on a “customs authority – customs authority” and “customs authorities – business” basis. 3. New system participant. Authorised economic operators (AEO) are certified by the national customs service or another organisation on its behalf as an entity compliant with appropriate WTO standards on transport safety and other similar standards. Authorised economic operators include producers, importers, exporters, brokers, carriers, consolidators, intermediaries, port/airport/terminal operators, integration operators, warehouse operators and distributors. Main objective – additional protection mechanism. The procedure for gaining AEO status is being developed by customs authorities in cooperation with the business community. Main criteria for AEO status: physical security of buildings and constructions security of vehicles procedural security staff control IT security As well as the above, the volume of cargo shipments and cargo types will also be considered, as will regional peculiarities.

Aims & Objectives: To facilitate the development and improvement of members’ businesses; To form a civilised market of logistics services; To improve the competitiveness of Russian operators; To lobby the interests of members at the MCOIC.
