NG9-1-1 Preparation: Challenges/First Decisions
GIS is Local in Arizona Incomplete GIS Data Local GIS view vs. Statewide View Lack of national standards or best practices GIS is Local in Arizona Local business needs (not all 9-1-1) Ripple effect Incomplete GIS Data Road Network for 3 counties Emergency Service Zone and Community Boundaries for 3 counties Address Points for 7 counties Local GIS view vs. Statewide View No statewide datasets Lack of national standards or best practices

NG9-1-1 Data Creation: Developing GIS Data For Arizona 9-1-1
Data Development, Assessment and Lessons Learned
11
GIS Data Creation Leveraging Projects & Partnerships to Meet Arizona’s Needs
Arizona Broadband Mapping and Planning Project Arizona Department of Transportation (ADOT) Arizona State Land and the Arizona Geographic Information Council (AGIC) Drive for the partnerships (address point and centerline data) for AZ Broadband and ADOT federal requirements. Partnerships fulfilled a multitude of requirements for various Arizona government needs (federal/state/public demand) as well as local 911 needs.
12
GIS Data Creation: Arizona Road Network
ADOT provided road network; combines and edgematches ADOT Ticketing System For NG9-1-1, QA/QC: Gaps Overlaps Duplicates Parity
13
GIS Data Creation: Address Point Network
Completion of address points to support 9-1-1 Additional grant funds 477,643 total points for project 3.2 million points statewide USDOT National Address Database (NAD) Pilot Project Arizona and Arkansas Selected 15 of Systems Participating Project Parameters 6 week completion Structure point placement Focused on parcels 20,000 sq. ft. or larger with situs address Utilized university student intern workforce No addresses created NAD Two states selected to participate in NAD project AR presented a top-down approach AZ provided a bottom-up approach County Address Point Totals Apache Graham Greenlee La Paz Mohave Navajo Yuma 58,446 10,759 4,880 16,147 262,787 95,392 29,232

Data Assessment QA Tests for 9-1-1 System GIS Gaps Overlaps
Address Density Schema/Content Geocoding Match Rates Gaps Overlaps Some as simple as clipping at the boundary Others more complicated such as EMS boundaries issued by AZBEMS and Authority/PSAP boundaries Address Density Number of addresses per mile Based on the address range on road network Schema/Content Accuracy
