3 Our view Re-use of government data is increasingly being recognized as an opportunity for economic growth and job creation, and as a way to bring Governments closer to citizens, more democracy, greater accountability, increased transparency, etc.

4 What have these initiatives in common?
Recognition of the big potential value of government data Key political support and commitment Promises (and actions) to provide better services to citizens and business

5 What do they aim at? Easy access to government data for private/commercial and non-commercial purposes Tools and appstores for reuse (in a few cases) Greater accountability and transparency of public bodies

6 What will this bring? Wider access to government data New products and services Greater choice for consumers New businesses New jobs Economic growth

7 Where are we? Legislation in place: PSI Directive
Very active group of MS (UK, ES, NL, DK, FR) …but… Limited number of success stories UK - DK - ES - more examples (Pais Vasco, London, Asturias data) see epsiplus news

8 Why is it not happening? Limited political support Resistance to change (traditions) Financial issues (cost recovery; no money for PSI portals) Market position of “commercial” PSBs vs. Reusers Practical issues (where is the data?)

A common EU legislative framework (PSI Directive in 2003; review in 2009) Monitoring its implementation and application (SW, IT and POL infringements) Funding of projects Economic analysis Exclusive agreements ePSIplatform PSI Group

10 Future New Commission Digital agenda Implementation of Visby and Malmoe Declarations, OECD Recommendation Works of other Commission services (DG MARE, ENV, MARKET, etc)

11 What is the key to success?
Stimulation actions from the supply side (MS, PSB) Reusers – be innovative, exercise your rights! EC will support and accompany the process Shared tasks, rights & obligations PSI is becoming a real treasure
