1 The new “KEYMARK scheme for all Thermal Insulation”
PIET VITSE, chairman SDG-5 ROLAND SCHREINER, chairman QAC-VDI Thermal Insulation KEYMARK Conference 2016

2 Content What’s new? Our priorities and objectives
Short versus long term actions? Working together: What’s in it for everyone? Conclusions Thermal Insulation KEYMARK Conference 2016

3 What‘s new In the beginning
2001: thermal insulation products for building – series EN 1316x CEN CERTIFICATION / SDG-5 (SDG-scheme development group) Timeline: Dec 2001 & revised ⇒ March 2009 / 2010 / Nov all approved by CCB- CEN Certification Board , last time Jan 2015 In the meantime 2011: extension with thermal insulation products for building equipment & industrial installation – series EN 143xy … VDI-KEYMARK scheme approved in 2011 Actually 2016: one set of rules for all thermal insulation products Thermal Insulation KEYMARK Conference 2016

4 What‘s new Actually 2016: one set of rules Objectives remain:
voluntary pan-europan scheme focus on quality & fair competition confidence & reliability with 3rd party confidence on declared performances Thermal Insulation KEYMARK Conference 2016

5 What‘s new “1 set of rules” (SDG-5 & QAC-VDI) “KEYMARK Scheme for Thermal Insulation Products” approved by KMO (DIN CERTCO) on behalf of CEN (*) KMO – Keymark Management Organisation) EN Building ⇒ (7) EN Bld Equipment & Ind. ⇒ = 39 product standards Thermal Insulation KEYMARK Conference 2016

6 What‘s new Product grouping: Product by Product (Product Certificate)
Property by Property (Group Certificate) Thermal Insulation KEYMARK Conference 2016

7 What‘s new - Product Grouping
Grouping Product by Product horizontal group Product name Grouping Property by Property, vertical group per production line /unit (IT) covers nearly the whole production Reaction to Fire Compressive strength  10°C Chloride content A Product A A1 50 0,030 CL10  B Product B 0,032 Product B Alu A2 Product B Tissue C Product C B 80 0,033 D Product D 0,040 E Product E 100 F Product F Total number of Groups= 6 -> 6 Product Certificates Total number of Groups = 12 -> 1 Group Certificate 4 3 1 Thermal Insulation KEYMARK Conference 2016

8 What‘s new Annual surveillance: Inspection FPC, Sampling 2/year
Audit Testing all declared properties 1/year Thermal Insulation KEYMARK Conference 2016

9 Content What’s new? Our priorities and objectives
Short versus long term actions? Working together: What’s in it for everyone? Conclusions Thermal Insulation KEYMARK Conference 2016

10 Our priorities and objectives Short versus long term actions?
“going for the 10 targets” On short term Enhancement new “1 set of rules” SDG-5 & VDI-KEYMARK Pan-european product quality acceptance of FPC-actions of 3rd party ⇒ “safeguarding quality & fair competition” 3rd party confidence going beyond CE-marking ACVP ⇒ “safeguarding quality levels” Enhancing work between registered labs – “safeguarding the lambda-level” Thermal Insulation KEYMARK Conference 2016

11 Our priorities and objectives Short versus long term actions?
“going for the 10 targets” On longer term In support of trends – move from: “qualified products” to “acceptable insulated works” Enhancing common approach on implementation of CPR-performances and link with works. Supporting mutually 3rd party work within EN-standard related to systems Capture suitability levels within end use (cf roofs, ventilated cladding, floors, ….) Guide for new products & new systems within pan-European framework. Guiding new performances within the pan-European framework (eg sustainability, regulated substances, …) Referencing towards tomorrow’s EPC – energy performance certificate of buildings Thermal Insulation KEYMARK Conference 2016

12 Our priorities and objectives Short versus long term actions?
Some examples CE-notified labs Who & where? EC-notified by Member State based on accreditation & ‘knowledge’? ? Nando? EC n°? KEYMARK - registered labs: Accredited and notified Knowledge Comparitive test campaigns to show compliance Peer audits Well balanced over Europe Thermal Insulation KEYMARK Conference 2016

13 Our priorities and objectives Short versus long term actions?
Some examples DIN – building envelope recommended criteria for end-use How to ensure that criteria meet the declared values? CE-DOP with limited declarations? Unclear DOP’s not in line? Who to discuss with ⇒ 3rd party? KEYMARK-certificate website; contact & adresses; immediate 3rd party contact & involvement possible (arbritage) Thermal Insulation KEYMARK Conference 2016

14 Our priorities and objectives Short versus long term actions?
Some examples VDI & AGI-documents recommended criteria for end-use building equipment How to ensure that criteria meet the declared values? CE-DOP with limited declarations? Unclear DOP’s not in line? Who to discuss with ⇒ 3rd party? KEYMARK/VDI-certificate website; contact & adresses; immediate 3rd party contact & involvement possible (arbritage) Thermal Insulation KEYMARK Conference 2016

15 Our priorities and objectives Short versus long term actions?
Some examples A lot of EU countries have technical approvals on building elements as part of works with indicated classes/criteria for end-use How to ensure that criteria meet the declared values? ETA kits >< building elements? CE-DOP with limited declarations? Unclear DOP’s not in line? Who to discuss with ⇒ 3rd party? Fact: voluntary technical approvals do exist and system tests have been performed. Pan-European voluntary KEYMARK-certificate to ensure constancy in quality. It’s more than simple complaince, it is an added value! Thermal Insulation KEYMARK Conference 2016

16 Content What’s new? Our priorities and objectives
Short versus long term actions? Working together: What’s in it for everyone? Conclusions Thermal Insulation KEYMARK Conference 2016

17 Working together: What’s in it for everyone?
example Users (investors, specifiers, architects, contractors) mulitiple guarantee on quality Manufacturers (FPC-organisation - checks & communication) Actions within the organisation are ‘harmonised’ Obligatory for CE-marking Voluntary for other schemes 3rd parties (certifying - auditing & testing) focus on accuracy & consistency exchange knowledge & room for improvement & innovation Thermal Insulation KEYMARK Conference 2016

18 Working together: What’s in it for everyone?
KEYMARK “product certification” & “registered labs” ‘being highly selected’ Manufacturers Customer/Investors Architects/Specifiers Contractors/builders Third parties CE-marking as obligatory ‘a must have’ Link to other voluntary schemes e.g. technical approvals (end-use), EPD’s, EPC’s, …. Thermal Insulation KEYMARK Conference 2016

19 Content What’s new? Our priorities and objectives
Short versus long term actions? Working together: What’s in it for everyone? Conclusions Thermal Insulation KEYMARK Conference 2016

20 Conclusions The Keymark rules
uniform assessment of all thermal insulation products guarantees a fully assessed product certification “compasses” product quality provides workable scheme for manufacturers & 3rd parties clarifies the EN standards & bridges complexity of declaration to end-use ensures an added value for the customers Thermal Insulation KEYMARK Conference 2016

21 Conclusions Buildings (Germany) CE marked Insulation products DoP
KEYMARK CE marked Insulation products DoP Buildings (Germany) DIN 4108 part 10 KEYMARK can bridges the gap VDI / KEYMARK Industrial Applications AGI Q Series VDI Insulation products without EN standard Thermal Insulation KEYMARK Conference 2016
