WHAT IS IT: ISSUED UNDER PROVISIONS OF CAR HIRE RULE 19, A.1.g., AND ARE NOT PROHIBITIVE OR RESTRICTIVE FOR A RAILROAD TO ASSERT ANY RIGHTS UNDER STB REGULATIONS IN 49 CFR (C) AN EMBELISHMENT OF CAR SERVICE RULES WHERE SPECIFIC HANDLING DIRECTIONS ARE DEEMED NECESSARY WHAT IT DOES: PROVIDES A FORMALIZED AND DEFINED HANDLING PROCESS FOR EQUIPMENT MEETING THE SPECIFIED CRITERIA STANDARDS THAT FACILITATE EFFICIENCIES AND SAFETY
