Future of Connected Cars and Satellite Technology
Europe will quickly adopt connected car solutions. It is estimated the share of connected cars to non-connected cars will grow from 13% in 2014 to 95% in (source BI Intelligence) Satellites will play an important role in the connectivity and autonomy of intelligent cars and Intelsat is closely involved in initiatives to ensure that developments of intelligent vehicles can offer the best solution. This presentation proposes that FM44 undertakes the preparation of an ECC Decision on the harmonised use, free circulation and exemption from individual licensing of Vehicle- Mounted Earth Stations operating with GSO systems in the fixed satellite service (FSS) allocations GHz (space-to- Earth) and GHz (Earth-to-space).

Rationale for Introducing a Regulatory Framework for VMES”
The connected cars sector is one of the high priority policy areas in Europe on two accounts: Road Safety; major reduction of serious road accidents Sustainability; reduction in carbon emissions and increased transport efficiency Intelligent Transport Systems (ITS) such as on vehicles typically operate internationally and cross-border Satellites have international footprint and offer the opportunity to serve vast regions without the need for roaming agreements Important up front investment decisions in satellite infrastructure which benefit from: A single market created over the satellite coverage zone; Early predictability of fees, technical operating conditions, and licensing conditions.

European Initiatives and Regulatory Frameworks
The EU has issued the intelligent transport Action Plan. These documents call for European-wide deployment before 2017, and national implementation preparations have started. Satellite services is included as an access technology component. The initiative comes from DG Mobility and Transport (lead), DG Information Society and Media, DG Research, DG Enterprise and Industry, and DG Climate Action CEPT license exemption and free circulation regulations Well established for maritime and aeronautical services and has been applied to land mobile terminals. License Exemption. Many ERC Decisions on satellite terminals provide for license exemption Free circulation. Many ERC Decisions allow for free circulation based on harmonised conditions for authorisation

Current European Regulatory Framework
Decision 2015/(08)01 on the harmonized use of the MHz frequency band for Intelligent Transport Systems; Decision 2016/(09)01 on the harmonized use of the GHz frequency band for Intelligent Transport Systems; Other main ITS allocations (in EC Decision 2006/771/EC on Short-range Devices and in EC Decisions 2004/545/EC and 2005/50/EC on automotive Short-range Radars), including Road Transport and Traffic Telematics (RTTT); As we understand the EU does specifically acknowledge the satellite element. CEPT/ ETSI There are regulatory elements that contribute to satellite framework for Vehicle-Mounted Earth Station (VMES) ETS / VSAT - ECC/DEC(05)01, (05)08, (06)02/ LEST, (06)03/ HEST. Also ETSI Std (Ku band VMES). But there is no ECC Decision on VMES

What are we seeking Established regulatory framework within Europe will allow the roll out of Vehicle-Mounted Earth Stations in the Ku band Satellites in the Fixed- Satellite Service. Support within FM44/ WGFM/ SE40 (if necessary) in order to carry out the required regulatory framework. Achieve harmonise use of spectrum, free circulation and exemption from individual licensing provisions for Europe in ITS services in Ku band
