Building the Great Wall
Positives: He connected parts of the wall into the Great Wall to keep out invading nomads from the north. Negatives: He forced thousands of laborers to build the wall. Thousands died during construction of the wall from exhaustion and exposure to the elements.

Economic Reforms Negatives:
Positives: Established a standardized system of weights and measures. Instituted a standard coin to be used by all, it was made of copper and had a round shape with a square hole, they were called “ban liang coins.” Started construction of the Silk Road which was a trading route that helped to make the empire wealthy. Built canals to transport goods between rivers in China to improve trade. Negatives: He spent a lot of money on himself, such as building extravagant palaces. He instituted large tax rates to control the Chinese people.

Social Reforms: Positives: He standardized a system of writing which helped to improve communication. Negatives: He suppressed and killed scholars who were not to his liking.

Governmental Reforms Positives:
He did away with feudalism where position was gained through heredity. Instead, he set up a central government to administer the country where individuals were rewarded. Negatives: Used people as slaves Employed bribery to get what he wanted He was a legalist and believed that people are basically bad and so their lives need to be strictly regulated. Thus, he was a harsh and oppressive ruler. Killed and banished those who were against him or his ideas Burned books that dealt he felt were useless, those that did not deal with medicine or farming His power was supreme.

Military Reforms He unified China by developing an advanced military.
Positives: He unified China by developing an advanced military. Negatives: He forced criminals to join the military or die. He bribed men to stay in the military by giving them a higher rank.

Qin’s Mausoleum and Obsession with Death
Positives: He wanted to be immortal. Negatives: Emperor Qin believed that when a person died, his spirit would go to the heaven and still exist. So, he had his tomb constructed on the Li Mountain when he was still alive in the hope that he could continue to rule after his death. Not far from his tomb, he built his huge underground army which is known today as the Terra-Cotta Warriors and Horses. They were to protect Emperor Qin from invading armies.

Terra-Cotta Warriors The Terra-Cotta Warriors are probably the most impressive archaeological discovery of the 20th century. It is a collection of about 8,000 life-sized statues depicting Chinese soldiers, chariots, and horses all standing in rank and file. They were discovered in by local farmers who were drilling a well for water, and have been partly excavated at three different locations. To keep secret the building Emperor Qin’s mausoleum, it is said that the workers were executed and buried within the earthen mound.

Emperor Qin’s Self Reflection
Emperor Qin did not think his rule was cruel. He said, "A thousand may die so that a million may live." He built roads, canals, and bridges. His public works projects probably saved millions of lives that would have been lost to floods and famine. Although many people died building the Great Wall, it did provide an advantage in war.
