4 Writing the paragraph Introduction: It is not fair that some schools in St. Louis have access to clean water due to the distribution of financial resources. Transition to first idea: The financial issues are not being helped by the state. First idea: The state is not providing equal funding to all of it’s school districts with some districts receiving greater funding although they are in wealthy communities.

5 Transition to second idea: Since the schools don’t have equal funding, the wealthy schools are able for parents to pay for their names to be placed in their water fountains for a cost. Second idea: There is clear discrimination between rich and poor schools, and African American schools and white schools. As evidenced by white schools having water fountains labeled on them on a significant price of $3000.

6 Transition to third idea Not only are wealthy schools are getting their water fountains labeled but, the poor schools have other problems with their water supply being contaminated. Third idea the water going to the poor schools in saint lewis is contaminated with lead . Which means there are considerable health risks for those in the poorer schools.

7 Conclusion : Bearing in mind the circumstances in the Saint Louis area, it would seem fairest if all children had access to clean water.
