Summary of discussions of the NGAP Implementation Working Group 6 and 7 December 2016

Attended by 14 participants from 4 International Organizations and 1 State
Amendment 5 impact of the PANS TRG Manual ICAO CBT workshops to be held in all Regions, to be completed early in 2018 Reviewed NGAP Assembly Resolutions

Proposed Amendment 5 is currently circulated to States for comments
Discussions with Mr. Miguel Marin, Acting Chief Operational Safety Section (OPS) : Current CBT workshops will not require any revision until such time as Amendments are published Proposed Amendment 5 is currently circulated to States for comments OPS will provide approved Amendment and group will determine if revisions are required at that time Approval by the ANC and Council expected 2017 Applicability date will be 2020 for Amendment 5 and 6 OPS provided the group with the relevant information related to the latest amendments to the Procedures for Air Navigation Services — Training (PANS-TRG, Doc 9868) Proposed amendment is currently circulated to States for comment, and thereafter it will be considered by the Air Navigation Commission (ANC) and thereafter by the Council for approval the applicability date will be 2020 for amendment 5 and 2020 for amendment 6

Amendment 6 may include the revision of the ATCO and ATSEP manuals and relevant Frameworks (PANS TRG) November 2020 ICAO to establish a Task Force to address the Amendment 5 proposals related to Doc 9868 Requested the Secretariat to consider our participation in the Task Force (member may be nominated by having their organization send a letter to ICAO for consideration)

Global Aviation Training Office (GAT)
Met with Ms. Bonnie McEachern -Instructional Design Specialist from Global Aviation Training Office (GAT) TRAINAIR PLUS methodology related to CBT will be updated as soon as the proposed Amendment 5 is finally approved All ICAO documents related to training will be harmonized to avoid any confusion in States

CBT Workshops Reviewed the ICAO ATCO/ATSEP workshop schedule for 2017/2018 and finalized the dates Presenters reconfirmed their commitment and availability of funding to travel and participate Respective organizations have financially committed to support the ICAO NGAP Implementation Working Group as a first step to develop the material and then, as a second step, to fund the presentation of the CBT workshops in all the ICAO Regions

Group work Phase one of the work of the Implementation Working Group is completed Doc Procedures for Air Navigation Services — Training (PANS-TRG, Doc 9868) - Published Doc ATCO - finalised Doc ATSEP CBT - finalised Phase two is the delivery of the workshops, to be completed in 1st quarter 2018 Funds made available to Implementation Working Group members to present CBT workshops in all regions. Should the Implementation Working Group be disbanded before the completion of the workshops, the funds already secured and committed by Organizations to host the workshops will be lost.

Involve TRAINAIR PLUS in initiatives
Future of the Group Proposals: ICAO consider the possibility to combine all NGAP activities in the multidisciplinary programme and include other aviation disciplines Involve TRAINAIR PLUS in initiatives Above proposals are very new, and should be further studied; ICAO consider to rename and re-task the implementation working group to the “NGAP Implementation, Development and Technical support group” 4th bullet - this will be considered at the next NGAP meeting once the workshops have been completed. A new group has been started Strategies and Planning Group and I encourage members of the Implementation work group to provide their expertise to this group.

As part of this programme activities:
Include, in addition to current course development and ATCO /ATSEP implementation expertise, pilot and other aviation professions, such as AIS, MET, AC maintenance, OPS, AIR, and TRAINAIR PLUS, etc. Develop other related NGAP initiatives and to provide technical expertise to the NGAP: Regional Offices invite, as far as possible, members of the host State educational system for a briefing on NGAP initiatives by the workshop presenters; NGAP tools that contain information on all the aviation opportunities and disciplines at the high school student level Encourage States to implement CBT in training of military ATCOs providing a civilian service where applicable

NGAP package material (tools) mentioned above, could be disseminated to ICAO DGCA meetings with the specific request that the aviation DGCA’s distribute this to their education counterparts. ICAO planning and implementation regional group (PIRG) and Regional Aviation Safety Groups could be sensitized and actively be encouraged to share NGAP related material and updates with their education colleagues in States. Use our course development and technical skills to develop an ICAO online tool related to NGAP and aviation opportunities available to high school students. On line course could be made available on the ICAO on line training platform aimed at high school guidance counsellors in the education system mostly in developing States.

Counsellors could earn a certificate from ICAO/ NGAP to state that they have received ICAO guidance related to aviation opportunities for high school students; Access to these high school guidance counsellors can be obtained through the ICAO DGCA mechanism; Sponsorship could be obtained to print basic packages that could be disseminated through the Regional Offices.
