5. 3.2 Basic Factors for Human Rights of Deaf People
‘The implementation of four basic factors is tantamount to the protection of the human rights of Deaf people:
Recognition and use of sign language(s), including recognition of and respect for Deaf culture and identity
Bilingual education in sign language(s) and the national language(s)
Accessibility to all areas of society and life, including legislation to secure equal citizenship for all and prevent discrimination
Sign language interpretation’

6. 3.2 Basic Factors for Human Rights of Deaf People

7. ‘Access to a language is a prerequisite for enjoyment of many human rights, but access to a specific spoken language or sign language is not (yet) perceived a human right.
When Deaf people, whose natural language(s) are sign language(s), are denied the use of sign language in interaction with other people or experience discrimination in various areas of life because they use sign language, the consequence is violation of their human rights.
Sign language is at the core of Deaf people’s lives; sign language makes accessibility for Deaf people possible; without accessibility, Deaf people will be isolated.’

8. Deaf Children in the UK and Education
35,000 deaf children in England. Approx 85% are taught in mainstream schools.
90% of deaf children are born to hearing parents with little or no experience of deafness or knowledge of how to communicate with a deaf person.
Deafness is not a learning disability – With the right help
Deaf children are underachieving on a very significant scale across England. They are 43% less likely to get five GCSEs, including English and Maths, at grades A* to C, than all children.

14. The protection of sign language is vital for the communication if deaf people, the use of sign language should be promoted more, especially when these individuals have little/no other means to communicate with others.
