LATEST DEVELOPMENTS IN THE FIELD OF ALCOHOL AND SUBSTANCE ABUSE POLICY IN RUSSIAN FEDERATION IN 2016

Alcohol: The Federation Council approved introducing changes to Federal Law “On the Reduction in producing and circulation of ethanol, alcohol and ethanol containing products and reduction in consuming (drinking) alcoholic beverages” and other legislative acts related to this on 26 June According to the Law alcohol containing medications and medical products containing more than 0.5% of ethanol of the whole volume were attributed to alcohol containing products [1]

Alcohol: President Vladimir Putin signed a Law on reduction and subsequent prohibition of producing and selling alcohol in plastic bottles of more than 1,5 litres on 23 June It is to be stopped on the 1st January 2016. Six months later from the 1st July retail sales of alcohol in such bottles will be prohibited [2].

Alcohol: According to the Order No 933n of the Russian Health Ministry the rules of medical testing for alcohol and drugs were changed on 26 March 2016. For sending a person to medical testing officials will need only one of the four signs of intoxication: smell from the mouth, unsteady posture, unclear speaking, changed colour of the face skin [3]

Alcohol: The Russian Government ruling No. 31 of 20 April specifies requirements to exсise (tax) stamps for alcohol products [4].

Alcohol: Russian Health Ministry has developed a concept for informing the population on the harm of abusing alcohol based on research independent from alcohol industry. The issue of introducing a state monopoly on alcohol has been discussed during the year. The Government Commission on Legislative Activities approved the Ministry of Finance’s initiative on increase in taxes on alcohol and tobacco in

Tobacco: President Vladimir Putin signed a Law (1 July 2016) which reduces the number of cigarettes in one box up to 20. Retail of сigarettes in boxes of more than 20 sigarettеs produced in Russia or imported before this Law comes into force is allowed until their full realization [5].

Tobacco: A new technical Regulations for tobacco products of the countries of the Customs Union came into force on 15 March [6].

Tobacco: The State Duma approved in a final reading a Law on the prohibition of snus tobacco [7] . Appropriate changes were introduced in Federal Law 15-FZ “ On protection people’s health from harmful effects of tobacco smoke and using tobacco”.

Drugs: In accordance with the President’s order No 156 of 5 April the Federal Drug Control Service’s (FSKN) functions were forwarded to the Ministry of Internal Affairs [8].

Drugs: Chair of the Federation Council on 30th March 2016 issued a Decree establishing the Council on the problems of drug abuse prevention at the Council of Federation. The first meeting of the newly formed body was held on April 4, 2016.

Drugs: Amendments to the Federal Law "On Narcotic Drugs and Psychotropic Substances", eliminating restrictions on the use of veterinary drugs and psychotropic substances included in Lists II and III of Narcotic drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation were made on April 5, [9].

Drugs: Order of the RF Government No 2203-r of 20 October 2016:
1. To Approve the State Strategy to counteract the spread of HIV infection in the Russian Federation for the period up to 2020 and for the future. 2. For the Russian Ministry of Health jointly with the Federal bodies of state power to submit to the Government an action plan for implementing the National strategyin in the 3-month period . 3. To recommend the bodies of state power of the subjects of the Russian Federation to approve regional programs to counteract the spread of HIV.

Drugs Order of the RF Government No 2203-r of 20 October 2016:
According to this order the Drug Treatment Service is entrusted to develop a part of the Programme on interagency preventive cooperation to reduce HIV infection among IDUs.
