5 PROJECT PROVINCES Adana, Ağrı, Ankara, Diyarbakır, Erzurum, Hatay, İzmir, Mersin, Şanlıurfa, Van Project provinces were identified by the following criteria: a) those places where socially disadvantaged children have least access to day care and preschool education services b) places where disadvantaged women have limited participation to labour force.

6 WHAT DO WE AIM AT? Ensuring that each child aged 0-66 months and disadvantaged children in particular has access to quality early childhood services. This project is implemented by the Government of Turkey with technical support of UNICEF. This project is financed by the European Union

7 PROJECT OUTCOME 1: Building capacity in institutions attached to the Ministry of National Education (MoNE); OUTCOME 2: Developing and institutionalizing quality community based early childhood models and establishing a framework for quality. OUTCOME 3: Increasing supply of and demand for early childhood services through communication activities. This project is implemented by the Government of Turkey with technical support of UNICEF. 8 WHAT ARE WE DOING? (Outcome 1)
We are updating the education programme.... We are updating teaching materials.... We are training teachers.... We are making sure that candidate teachers become familiar with the new education programme.... We are referring disadvantaged women to take training in child care..... 9 WHAT ARE WE DOING? (Outcome 2)
We are developing standards to ensure that children receive quality education in quality and safe environments. We are improving inspection and guidance services to ensure that education environments are arranged in line with standards developed. We are reviewing the legislation to ensure that standards developed as well as inspection and guidance services are actually translated into life. By updating the e-school system in the face of changing needs, we are working for continuous monitoring, evaluation and improvement of services designed for children. We are developing community based models different from the school model to ensure that disadvantaged children in particular benefit from free early childhood services... We are conducting fieldwork to implement community based models together with local stakeholders... This project is implemented by the Government of Turkey with technical support of UNICEF. 11 WHAT ARE WE DOING? (Outcome 3)
By organizing donation campaigns we are trying to improve the physical condition of schools We are mapping decision makers who are authorized to allocate more resources to preschool education and trying to influence them with correct messages. We are conducting communication and social mobilization campaigns in order to inform all stakeholders (both supply and demand sides) and to work together with This project is implemented by the Government of Turkey with technical support of UNICEF. 12 HOW DO WE DO IT? By reviewing the existing situation in Turkey and identifying needs, By examining international models and practices, By working together with experts, academics, scientists and practitioners, By cooperating with relevant ministries, local authorities, local governments, governmental agencies, universities and civil society organizations, By keeping in contact with teams who are working in the field and in charge of coordinating their respective fields. 18 MODEL SUGGESTION 1 Mobile Play Bus
Target Population: years old children who are: -poor -not benefitting from any institutional preschool education service - quota for 1 disabled child Implementation: -Children on 6 days of a week -Families on 1 day of a week -Half day as two periods as morning and afternoon -4 hours of education a week for children: two half days a week, each for 2 hours children for each play bus -90 children in a week -48 hours of education in total Monthly Cost (360 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. 19 MODEL SUGGESTION 2 Playing Rooms
Target Population: years old children and their parents who are: -poor -unable to benefit from any institutional preschool education service -quota for 1 disabled child Implementation: -An education period of 6 months -2 consecutive days in a week -At least 1 hour a day -At most 3 hours a day Monthly Cost (120 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. 20 MODEL SUGGESTION 3 Social Service Volunteers Centre
Target Population: 3- 5 years old children -Children with disabilities -Children of convicted mothers -Children from poor families, -Children working on streets, etc. Implementation: -Half a day periods throughout the week -In social work and services courses given in universities -Volunteer students taking part in the process upon cooperation with universities Monthly Cost (80 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. 21 MODEL SUGGESTION 4 Early Education Centre
Target Population: 3 – 5 years old children who are: Disabled Culturally disadvantaged Poor , and Parents Implementation: Children: For 20 weeks; 2 days a week and for 3 hours a day Mothers: For 20 weeks; 1 day a week and for 2 hours Fathers: For at least 1 day throughout the education period Monthly Cost (80 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. 22 MODEL SUGGESTION 5 Children’s Homes
Target Population: 0-5 years old children No preschool in the vicinity Unable to benefit from services although there is preschool Disadvantaged children (children with disabilities; children from poor, migrant families speaking different languages) Families (parents, siblings and elderly family members) 12 months-long continuous services including at weekends. Implementation: Full day education Half day education Hourly education education at weekends Education during summer vacation Monthly Cost (100 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. 23 MODEL SUGGESTION 6 Mother and Child Health and Sports Centre
Target Population: Families living in disadvantaged areas where the rate of school enrolment is low and the proportion of preschool children in total population is high and 6 months-3 years old children of these families. Implementation: Motion training in 15 to 35 minutes-long periods on 3 days a week 12 full months on 7 days a week For mothers, 1 hour health training programme and 1 hour “sports for health "programme on 2 days a week for a period of 4 months giving basic information on such issues as child development, education, safely, health and nutrition Monthly Cost (100 children) : TL This project is implemented by the Government of Turkey with technical support of UNICEF. 24 MODEL SUGGESTION 7 Family Library
Target Population: Children in areas where the rates of enrolment are low and with high population of preschool children, Families living in disadvantaged areas and their normally developing and visually disabled children Implementation: Throughout 12 months, 2 hours on at least 2 days a week for normally developing children 1 hour on each of 3 days a week for visually disabled children For 3 months, 1 hour on 1 day of a week for families. Monthly Cost (60 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. This project is financed by the European Union

25 MODEL SUGGESTION 8 Science, Arts and Culture Centres for Children and Families
Target Population: Children aged 3-5 who are not covered by preschool education in disadvantaged regions where the rate of enrolment is low and share of preschool children in total population is high. Implementation: 2 hours-long science, arts and culture activities on 7 days a week Over the full year with 3-month periods as September-November, December-February , March-May and June-August. Monthly Cost (60 children): TL This project is implemented by the Government of Turkey with technical support of UNICEF. This project is financed by the European Union

26 MODEL SUGGESTION 9 Toy Factory/Workshop
Target Population: Children aged 0-5 and their families living in disadvantaged regions where the rate of enrolment is low and share of preschool children in total population is high. Implementation: 6 days including 4 days in a week and at weekends. 2-3 hours long activities for parents in developing teaching materials. 2 hours of playing room activities on 1 day a week for families and children Monthly Cost (110 children and parents ): TL This project is implemented by the Government of Turkey with technical support of UNICEF.
