4 Transformation Strategic Intend
Building human capital through transformation empowerment programmes, national and international events Gender and Disability Mainstreaming Rejuvenation of the SANDF through youth development Accountability, monitoring of progress and evaluation of impact Transformation Management Structures Transformation is embedded in all spheres of the DOD and is a line function

5 Transformation End State
Transformation of the military goes beyond gender, race and disability representivity It further includes the transformation of structures, military equipment, training and capabilities to adapt to a changing environment and to ensure a mission ready workforce that is transformed in its leadership style, culture, mindsets, attitudes and behaviour It also involves constant evaluation of the military policies, procedures, processes with regard to the current and future situation in order to ensure continuous improvement on the “way we do business” SECRET

7 Gender Distribution Trends
In 1994/95 the total number of women was In 2004/05 the total number was this indicate an increase of only 1050 over a period of 10yrs Currently there are women in different levels and mustering.

14 Challenges facing Females in During Extended Deployment
The following Challenges experienced during extended deployment are not unique to female but are common to all: Sustainment Frequency of the postal system that relies on charted flights to the mission area Over-utilisation of available troops has massive social implications Troops do not deploy as cohesive units SECRET

15 Accommodation of Females in Operational Units
In all operational units there are separate sleeping quarters and ablution facilities for female Facilities that are communal are lecture rooms, dinning rooms and sporting facilities The status of the SANDF buildings is a challenge to all its members irrespective of gender. In order to address the matter the Work Regiment was established to speed up the process of renovating this units SECRET

16 Accommodation of People with Disability
Currently there are 440 (0.6%) People with Disability who have disclosed their status Out of 440 members, 341 (78%) are uniformed members and 99 ( 22%) are PSAP SECRET

17 Accommodation of People with Disability
The DOD Disability Committee with representatives of all Services and Divisions was established iot promote, protect, develop and attain equal opportunities for PwDs The DOD strives to provide individualised reasonable accommodation for members with disabilities in terms of their working environments, eg barrier free access, courses and transport In order to enable hearing impaired with access to communication the DOD has successfully trained a few Junior Sign Language Interpreters. (So far there are 9 qualified sign language junior interpreters trained in the DOD) SECRET

18 Accommodation of People with Disability
In order to conform to Governmental requirements PwDs are encouraged to declare their disability, which is recorded in a DOD Disability database to empower management to manage PwDs successfully Empowerment workshops are conducted with DOD Career Managers to enable them to successfully manage the careers of PwDs It should be noted that even though the DOD continuously strive to provide accessible accommodation to PwDs, there are still some members who are not willing to disclose their disability status SECRET

22 Discipline Challenges
The current Military Discipline Supplementary Measures Act, Act 16 of 1999, disempowers the Commander to enforce discipline In terms of sections 11 and 29(6) of the Act, Commanders cannot handle minor disciplinary offences if the accused plead not guilty but must refer the case to the military courts As a solution to this challenge, the DOD has drafted the Military Discipline Bill in order to empower Commanders to enforce discipline as according to the Constitution SECRET

The military Discipline Bill is with the office of the State Law Adviser and will thereafter be served to Parliament SECRET

24 EQUIPMENT AND CONDITIONS OF WORK PLACE

25 Equipment Maintenance backlog on prime mission equipment
Equipment Obsolescence Very limited renewal of landward prime mission equipment leading to high costs to keep old systems operational Medical equipment requires attention Equipment must constantly be maintained Defence Review 2015 (Arrest of the Decline) Implementation - required as a matter of urgency

26 Condition of Work Place
Maintenance backlog of facilities - OHS risk DOD Works Regiment established as an in-house capability Impact Litigation against the DOD Utilisation of DOD Works Regiment to avoid closure of facilities SECRET

27 Conclusion The Implementation of the Defence Review is critical to assist the transformation agenda of the SANDF to be able to align with the changed environment SECRET
