2 Implementation of the Social Services and Well-being (Wales) Act
Training & Awareness £1m in for the Care Council for Wales to develop a national learning and development strategy. A further £1m of Welsh Government funding in Under the banner of Getting in on the Act, an Information and Learning Hub has been launched designed to be a one-stop-shop for the wide range of resources that will be produced as part of this initiative - 4 Core Training modules – Care Council & IPC (Introduction & General Functions; Assessing & Meeting Needs; Looked After & Accommodated Children; Safeguarding) Other modules have been developed, e.g.advocacy, working with carers Welsh Government-led national awareness raising campaign supported by LA’s Implementation of the Social Services and Well-being (Wales) Act

3 Delivering Transformation Grant
Welsh Government provided a £1.5m Delivering Transformation Grant for 2013/14 and 2014/15 to support implementation. £3m in 2015/16. £3m for focus on ensuring new systems and processes are in place and ensure that all partners, including the public are engaged in the changes. A view to transferring this sum into the Revenue Support Grant from Implementation of the Social Services and Well-being (Wales) Act

Setting up of National Partnership (Political Leaders) and Leadership Boards (Professional Leaders) and National Citizen’s Panel National arrangements replicated on a regional level Implementation of the Social Services and Well-being (Wales) Act

7 National Outcomes Framework
9 pilots sites across Wales (Adult and Children) Some of the key findings: Scoring & recording personal outcomes (using the distance travelled approach) works best at a local level Scoring not comparable – so limited national value Staff support key (often significant change in practice/organisation required) Organisation/management need to support staff (e.g. giving time to carry out approach) IT and process of recording information needs to be closely aligned with approach Implementation of the Social Services and Well-being (Wales) Act

Dewis so far… Dewis went ‘live’ across North Wales on 28 September 2015 and formally launched at the NSSC 2016 Currently has over 3,500 resources and 1,500 registered users 21 local authorities across Wales are now involved in the Dewis Cymru project and most recently Cwm Taf region ‘went live’ with their local information on 12 July Implementation of the Social Services and Well-being (Wales) Act

Development of the Population Assessment toolkit: Clarifies what is needed to comply with the legislation Gives an overview of the benefits a population assessment can bring Provides a planning tool to help plan the assessment Breaks down the tasks to help make the process more manageable Advises on how to approach the assessment and fulfil organisation’s responsibilities Implementation of the Social Services and Well-being (Wales) Act

Progress National Independent Safeguarding Board established Regional Safeguarding Boards – Adults and Children’s National Adoption Service - overseen by a Governance Board (Political) and an Advisory Group (Professional)  Other groups set up – e.g. Secure Estate Steering Group, ‘When I am Ready’ Scheme Roll out of training: Basic awareness for all staff 4 core national training modules Senior Management training Members training Regional Partnership Boards established (building on current regional arrangements) Implementation of the Social Services and Well-being (Wales) Act

16 Supporting Implementation
New national leadership arrangements - draws together a cross-section of citizens as leaders, local government representatives, NHS representatives and those representing wider stakeholder groups in one board to support and advise Ministers WLGA Social Services Policy Group (SSPG) to support Elected Members Bi-laterals with Minister Peer reviews Implementation of the Social Services and Well-being (Wales) Act

17 Implementation of the Social Services and Well-being (Wales) Act
Evaluation WG evaluation to look at whether the act is achieving what it set out to achieve. Focus on key policies, such as assessment and eligibility to provide the basis for evidenced based policy improvement and development. The evaluation will be undertaken in 3 phases: 1. Monitoring policies under the Act during the initial year of implementation to understand whether policy is being implemented as intended and to support policy improvement. 2. On-going evaluation, through the national outcomes framework and the local authority performance measurement framework. Reporting undertaken annually and provide information on whether well-being is improving nationally. First report of the national outcomes framework will be published in 2016/17 and first report of the performance measurement framework will be in 2017/18. 3. An independent long term one-off evaluation which will commence in the third year of the implementation of the Act.
