Metcalfe (1998, OECD): Reforms/innovations in government often start with high expectations and end in disarray and disappointment. Metcalfe (1998, OECD): However, although reformers/innovators get both the bureaucratic resistance and political will under control, it is not sufficient to guarantee the success of any reform/innovation.
