Radio Equipment Directive (RED) 2014/53/EU: OJ L153 22 May 2014
Replaces Radio & Telecommunication Terminal Equipment Directive (RTTED) 1999/5/EC, repealed with effect from 13 June 2016 RED applied from 13 June 2016 (+ 1 year for manufacturers to comply) Covers equipment which intentionally transmits or receives radio waves for communications or radiodetermination, regardless of primary function Operating up to 3000 GHz (NB: no lower frequency limit) LVD & EMCD will no longer apply to RED equipment Many products under the scope of RED: e.g. anything with a GPS, Bluetooth, RFID, RLAN, NFC…. Next ECC – (27 to 30 June 2017) – RED will be compulsory! © ETSI All rights reserved

Citation in the OJEU Necessary for manufacturers to declare conformity to articles 3.2 (effective/efficient use of spectrum) or 3.3 (additional requirements) without the use of a Notified Body Manufacturers can declare compliance with articles 3.1a (safety) & 3.1b (EMC) without a Notified Body © ETSI All rights reserved

Issues blocking citation
New “ex-post” checking mechanism introduced Required by Regulation 1025/2012 Criteria stabilised & published Nov 2016 Most HS with “minor” editorial issues may be temporarily cited provided a new version is produced A few (14) need to be modified before citation ETSI is in discussion with the EC. RTTED standards that cover all RED essential requirements may be temporarily cited EC have agreed (December 2016) to carry out “pre-assessments” so that issues can be raised in a timely and transparent manner. “Erroneous informative annex A (editorial)“ (6, including 5 marine EMC)) “Non-compatibility with the spectrum decision” (misunderstanding by Desk Officer) (5) Extended scope -> equipment with shorter range/reduced sensitivity -> “Looser” requirements (2) “Poor receiving parameters” (1) © ETSI All rights reserved

Summary of major concerns (November 2016)
Need to improve EC/ETSI process for review of Harmonised Standards for citation in the OJEU Current process requires frequent changes to ENs post adoption, which: Create delays in citation, with a risk that HS are not cited in time Create a mis-match between the versions adopted (and transposed into National standards) and versions cited in the OJEU ETSI requests that EC assess standards during Public Approval, allowing their comments to be taken into account in a timely & transparent manner Explore the possibility to cite a published HS with a time limit (2 years?) identified in the OJEU to resolve any mis-alignment with the Vademecum. © ETSI All rights reserved

EC assessment criteria stabilised & published Review backlog in EC has been substantially reduced ETSI TCs now systematically send stable draft HS for EC pre-assessment: enables issues to be addressed earlier and more effectively Some substantial differences of understanding remain To be addressed directly with the RED Desk Officer Explore the possibility to cite a published HS with a time limit (2 years?) identified in the OJEU to resolve any mis-alignment with the Vademecum. © ETSI All rights reserved
