The Mineral Policy Draft submiited to cabinet for approval The Energy Policy Task force constitued and consultant to be procured to guide the process. The Electricity Act Draft in place and awaiting a certificate of financial implication from Ministry of Finance. National Oil and Gas Policy for Uganda, The working group has drafted the TORs for the consultancy. Awaiting approval from Norwegian Development Partners before commencing procurement of a consultant.

Geothermal Policy. A draft is in place and currently being reviewed by the inter-ministerial team. Final review meeting to take place before end of October before submission to cabinet. Energy Efficiency and Conservation Bill. A draft cabinet memo has been drafted. Biofuels Bill. The Draft Bill has been submitted before Natural Resources Committee. National Content Policy. A draft has been submitted to cabinet.

Progress on implementation of Key JSR 2016 undertakings
Remarks Conclude and approve the records retention schedules and the Records Management Policy. Policy completed and approved by top management. Copies of the Records Management Policy and Records Retention Schedules have been printed for use. Embark on the construction of the Mineral Coordination Office in Moroto district. Mineral Coordination office in Moroto 90% complete. Good progress registered Streamline the acquisition of land for infrastructure development in the Energy and Mineral Development Sector. Inventory of all land was prepared. Proposals on amendments to the Constitution/Land Act were presented and these are under debate. Consultations with the Office of the Prime Minister and the Ministry of Lands, housing and Urban Development ongoing for the establishment of utility corridors

2016 Undertaking Progress Remarks
Sensitize the public on the roles and functions of the Atomic Energy Council (AEC) and the Electricity Disputes Tribunal (EDT). Carried out sensitization about EDT and Atomic Energy Council during regional workshops in Lira and Masaka and in the print media on the National Television and in Radio talk shows on Kiboga FM, Musana FM, Rupiny FM and Open Gate FM. Progressing well Enhance the integration of Gender, Health, Safety and Climate Change and Environment Management Issues across the subsectors in the Ministry Health, Safety and Environment Unit now forms part of the Ministry structure and filling the relevant positions is ongoing. Coordination with National Environment Management Authority to ensure that climate change and environment aspects in the sector are adequately addressed in the review of current environment legislation. Capacity building of gender focal point officers undertaken on; gender responsive M&E by UNWOMEN, and Gender and Equity Budgeting by MoFPED. Progressing well and more efforts to be made to ensure a good appreciation of gender mainstreaming.

Challenges to performance
Inadequate staff. Weak coordination between Government Agencies. Late release of funds. Inadequate budget provisions Difficult and lengthy process of land acquisition.

Proposed strategies to overcome the challenges
Strengthen the Energy and Mineral Development Sector Working group to improve Phased implementation of activities with large funding requirements. Fast track filling of the staff structure

Planned Undertakings Procure Consultancy Services for development of engineering and architectural designs for redevelopment of Amber House and its adjacent plot. Fast track the recruitment of key personnel. Put in place incentives to attract and retain professional and technical staff. Capacity building of staff. Construct the Petroleum Coordination Office in Hoima District Develop a Risk profile for the Ministry Continue with the development of the National Content Policy and implementation of the Workforce Skills Development Strategy
