Uniform Crime Reporting System (UCRS)
The FBI’s Uniform Crime Reporting System began in 1930. U.S. Attorney General authorized the collection of crime statistics.

Criminal Homicide The willful (non-negligent) killing of one human being by another

Forcible Rape The carnal Knowledge of a person forcibly and against their will.

Robbery Taking or attempting to take anything of value from the care, custody, or control or a person by force or threat of force or violence and/or by putting the person in fear

Aggravated Assault An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury.

Burglary The unlawful entry of a structure to commit a felony or theft

Larceny/Theft The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another

The theft or attempted theft of a motor vehicle

Arson The willful or malicious burning or attempt to burn, with or without intent to defraud, of a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.

Data Collection All urban and most rural law enforcement agencies report crime statistics to the FBI. The numbers are normally submitted to a state agency such as Bureau of Criminal Identification (BCI), which then submits the crime statistics from all of the state’s reporting agencies to the FBI.

Data Collection UCR crime statistics are also utilized to produce what is known as the crime rate. The crime rate is reached by comparing the number of crimes committed to the population. The U.S. crime rate is a comparison of total crimes committed to total population divided by 100,000 people, while Utah uses a comparison of 1000 people.

Community involvement in crime awareness programs such as a Neighborhood Watch Program almost always appear to be counter-productive, the percentage of crimes reported goes up.

Many politicians take advantage of absolute statistics by using ever increasing crime numbers out of context. The urbanization process produces social factors, such as poverty, discrimination, and counter-cultures that tend to be accompanied by ever increasing crime rates.

Laws themselves are changed from time to time. Elected officials continually create new laws and repeal old ones. Larcenies (thefts) were considered by many states to be felonies if the dollar value involved exceeded $50. This law has been changed in many states, such as Utah, where the dollar amount might now exceed $1, to be a felony. Thus one year a $300 theft is counted as a felony, and the next year it may only be a misdemeanor. The number of crimes is unchanged but the classification varies.

Serious violent crime levels continued to decline in 1997 Homicide rates recently declined to levels last seen before 1970. Juveniles age 12 to 17 committed about one quarter of the serious violent crimes. Burglary, theft, and other property crime rates continue to decline. Teens experience the highest rates of violent crime Blacks experience the highest rates of serious violent crime. The number of arrests for drug abuse violations increased from 1996 to 1997 for both juveniles and adults.

Assignment In your groups look up the 8 part 1 crimes and compare 2015 crime statistics for each and then compare them to the years of 2005 and What were the increases/decreases? Which of the crimes had the biggest difference? What are the top 3 cities in the country in murders in these 3 years?
