to Support
Group Accommodation
for People with Special Needs

2. Policy Objective
To provide funding for the establishment, and/or expansion of group residential facilities for persons with special needs.
Special needs defined as:
People suffering from severe chronic diseases (e.g. infected by HIV/AIDS, cancer, etc,)
Orphans and vulnerable children (excluding crèches)
Persons who are frail and infirm
People with physical and mental disabilities
Older persons
Victims of domestic abuse and violence
Persons undergoing treatment for substance abuse

3. Scope of the Policy Group residential facilities include:
Places of safety/shelters
Hospices
Foster care facilities
Palliative care
Homes for older persons
Victims of domestic abuse and violence
Group residential facilities for people with disabilities
Rehabilitation centres
Applications for the erection of night shelters could also be considered.

4. Scope of the Policy, cont.
Limited to support provided to facilities to provide group accommodation for people with special needs
Does not allow persons with special needs to access subsidy to secure individual ownership of a house
Funds for the construction of the top structure
Cannot be applied to the purchase of land
Provides capital funding
Institutional subsidy per bed
Does not provide for operational or running costs

5. Principles of the Programme
Partnerships
Interdepartmental and Intergovernmental Coordination
Projects must be in line with municipal and district IDPs and relevant services sector plans;
DLGH to depend upon DSD or DOH to determine whether or not a particular project concept and operating / monitoring institution is appropriate and relevant;
Funding from DLGH dependent on support from relevant partner dept and Municipality.
Preference for non-institutional forms of care
Utilisation and capacitation of grassroots organisations (eg: NGO’s, NPO’s)
Possible mentoring component
Assuring operational and institutional sustainability
Ensure capacity of organisation which manages and monitors the project
Sufficient operational funding available.
Community participation
Community affected must be involved in project planning & dev
Universal access
All facilities provided funding must be built to ensure wheelchair access

6. Programme Funding
Institutional Subsidy be made available for every bed at the facility
Assumes every individual who uses facility has physical disability which requires use of a wheelchair.
Variation (addtl funds) applies regardless of whether specifically targets people with physical disabilities (approx. R10 000)
Ensures that all facilities supported under this policy will be accessible to people in wheelchairs.
Preparation funding
To secure necessary technical and financial support so that applications prepared well and all the relevant risks appropriately eliminated/managed
Up to R per project
Project must be in the municipality’s IDP, or specifically supported by the municipality as evidenced by a letter of support issued by Council.
Used to:
Develop clear project concept
Get full support by all key stakeholders
Ensure project is viable and sustainable from both financial and institutional perspectives.

7. Integration with Housing Developments
Ideally facilities are built into the delivery of existing housing projects
To add value, enhance integration, better accommodate those with special needs.
In most cases, it is preferable that the special needs components are treated as sub-projects with separate subsidy applications being lodged for them but with provision in the planning and management of the greater housing project.

8. Co-Funding and Application Process
Capital costs
Construction costs
Primarily utilising the Special needs housing grant but also scope for private sector funding.
Equipment and furnishings
Utilisation of donor/grant/private sector/Lotto funding
Operational costs
Utilising mainly social development or health grants combined with other sources of donor/grant/private sector funding/in kind contributions.
Single entry point still to be created for organisations seeking capital and operating costs for a special needs housing facilities.
Single business plan to be submitted with capital and operational
Burden of coordinating funding and ushering application through depts is taken on by Province

9. Overstrand Pilot Three foster care homes
Each to house 6 foster children, with two beds for places of safety placements
Under the auspices of Child Welfare Hermanus as registered NGO and child protection organisation.
Cluster foster home scheme, as per new child care act, amendment Act 41 of 2007
more than one foster parent clustered together and managed by a non-profit organization.
Land (2236m²)is owned by the municipality; adjacent to Housing Office and informal township
All bulk services are available on the land
Municipality will undertake all the necessary groundwork required
Close proximity to a primary school; high school; clinic; hospital and main transport arterial between the township of Zwelihle and the town of Hermanus
Running costs:
Fundraising and networking with different role players
Churches are interested in “adopting” house to support financially but also with services e.g. training and supporting of foster parents, therapy for children, meals, recreational activities for the children.
In addition the Overstrand Municipality will also undertake the maintenance of the buildings.
Agreement g concluded with Child Welfare in order to release preparation funding.
