Discussed at the LCB Developments in Japan, meeting with Prime Minister, visit of Japanese delegation (MEXT, S&T) to Washington,… Site selection: will be done internally in Japan Once the choice is made, it will be reviewed by an independent international panel. Their only mandate will be to verify the technical suitability of the proposed site. ILC and CLIC Status Linear Collider Detectors Status Project Advisory Committee (PAC) Regional Reports Strong support for ILC expressed by China. Intend to become major partner. European LCB Advisory Board
Time to come back to set up the LCB Advisory Board? Remember: During the process of defining the European members of the LCB we decided to set up an “European Advisory Board” to enable the involvement of more European members of the LC community (ILC and CLIC) in the discussions and decisions. We have suggestions for names (see my presentation of March 16) We decided to postpone the discussion after the 1st LCB meeting. I propose to discuss this issue in Hungary. Please come prepared! Oct. 5, 2012 Very strong contributor to particle and astroparticle physics in Europe. Farsighted, strategy planning through INFN. Large research infrastructure in the country: Laboratories in Catania, Frascati, Gran Sasso, and Legnaro, Tier 1 in Bologna Large contributions to all four large LHC experiments during design and construction, operation and exploitation. Oct. 19, 2013 First RECFA visit to Serbia. Very enthusiastic community. Serbian colleagues contributing already since a long time to experiments at CERN. Grid project in Serbia is a very positive example for technology and experience transfer – suggestion to repeat the success with detector R&D (CERN detector school as jump start) Already shown Discussion on how Serbia can make best use of CERN membership: scientifically; through CERN programs for students, engineers, teachers, etc.; economically through the involvement of companies (industrial liaison officer being set up) The meeting concluded with a very positive and constructive discussion with the Serbian Minister of Education and Science July 20, 2013 RECFA Stockholm

RECFA visit to France March 15, 2013 Very strong contributor to particle physics in Europe and worldwide. Impressive breadth of research projects. IN2P3, IRFU and numerous strong laboratories are very well organized, share responsibility, exploit their individual strengths. Major impact in design and construction of all 4 large LHC experiments. Large and important contributions to neutrino and low energy experiments, ILC and CLIC, theory. Particular strength in detector and accelerator R&D, strong engineering support at IN2P3 and IRFU laboratories. Issues discussed: funding of large experiments through T.G.I.R. funding, replacement of aged TIER2 equipment, teaching load of young “maîtres de conférences” July 20, 2013 RECFA Stockholm

RECFA visit to Denmark May 3, 2013 Impressive contributions of the relatively small experimental Danish groups to ATLAS, ALICE, NA63, experiments at ISOLDE, Anti-H program. Long tradition of theoretical physics, excellent achievements of CP3 center in Odense. Discovery center in Copenhagen creates fruitful synergies. Denmark well integrated in NorduGrid, a combined effort with neighboring countries. Impressive outreach activities of the particle physics community. Issues discussed: restructuring of funding system (led to a letter from RECFA to the minister in support of scientific projects at international research infrastructures), uncertainty of funding for GRID computing. ECFAs role in connection with the European Strategy
Mandate of ECFA includes “Monitoring of the ongoing implementation of the European Strategy for Particle Physics” Taken serious by ECFA: Monitoring through country visits Discuss and overlook R&D for possible future large scale facilities Follow up of the recent strategy update: Assess status of R&D for a future post- LHC accelerator project at CERN, i.e. CLIC, HE-LHC, V-LHC (TLEP). Mandate for LC Study Preamble:
The present mandate of the chair of the ECFA study for linear collider physics and detectors expires by the end of During the RECFA meeting in Copenhagen on 5th of May 2013, RECFA decided to propose a three-year prolongation of the ECFA study for linear collider physics and detectors. Taking into account the many recent developments the mandate has to be updated. At present the organization structure of the Linear Collider Collaboration (LCC) is being set up but all the details are not yet defined. However, it is important that the discussion of the new mandate for the ECFA study takes place in parallel to the discussions within the LCC in order that the new ECFA-study chair shall be selected before the present mandate expires at the end of A coordination between ECFA and the LCC on the mandate is foreseen. The present structure of the LCC organization includes a Physics and Detector Associate Director (presently Hitoshi Yamamoto) with various Deputy Associate directors. The ECFA study for linear collider physics and detectors should be incorporated in this structure. However, we assume that the chair of the ECFA study is not an official member of the LCC management structure. The new period of the mandate extends for the three years from January 2014 to December During this time an evolution of the linear collider study into a project is possible if not likely. Therefore the mandate should be sufficiently flexible to accommodate the transition. July 20, 2013 RECFA Stockholm

Title of the function: “Chair of the ECFA study for Linear Collider physics and detectors” Mandate: Chair the ECFA unified study on Linear Collider physics and detectors in Europe (ILC and CLIC related activities). The chair reports to ECFA. Support the development and documentation of the physics case for the linear collider. Support the development of European contributions to the detector design and to related detector R&D. Ensure close connections between the experimental and the theoretical communities working on the linear collider in Europe. Ensure that linear collider activities in Europe are transmitted effectively to the relevant strategic international bodies: ECFA, the Linear Collider Board, etc. Represent the community involved in the ECFA study in relevant international bodies. Foster a close relationship with the European Union to advance the linear collider project in Europe. In particular, explore the funding possibilities given by the new framework program for research and innovation Horizon 2020 by the European Commission. Take responsibility (or delegate responsibility) for the regional ECFA Linear Collider workshop (ECFA-LC), which is usually held in Europe every third year. July 20, 2013 RECFA Stockholm

Mandate for LC Study cont’
Last minute comments from Steinar Stapnes: It would be good to give the "ECFA linear collider study" some level of definition. We propose to include in that definition: "Promotion and implementation of the European strategy related to future linear colliders (or e+e- colliders ?) ”. Besides those roles that are somewhat difficult to grasp, the mandate comprises two concrete and prominent tasks. These concern: -- The bullet on the European Union -- The bullet on the Linear Collider workshops We propose that these tangible roles a given more prominent position in the text of the mandate.
