When core executives and workers are supported by part time contractors. Split into three parts: 1. Core of qualified professional technicians and managers 2. Contracted, outsourced specialists used for advertising, computing etc 3. Flexible labour force

First group – the core Professional permanent employees who are essential for the organisation to continue. Have detailed knowledge of organisations aims and objectives. Hard working and committed but receive high pay.

Second group – contractors
Outsource work to contractors so organisation can concentrate on its core competences Made up of both individuals and organisations of self employed professionals/technicians May involve individuals who use to work for the organisation but now supply services to it. Rewards with fees instead of wages/salaries Management does not involve these contractors to their permanent pay roll to save costs

Third group – flexible labour force
Consists of part-time, temporary, seasonal roles – insourced Bought in to perform individual, low level tasks

Advantages and Disadvantages
Core workers have high job security X Insourced workers have a lack of job security affecting their motivation Contractors are not placed on permanent pay roll, they are given fees instead of wages/salaries – saving costs X Workers may be unreliable as it’s a temporary contract so may not be fully motivated . Clear definitions between the three different sections, so all employees understand which section they belong to. Workers are able to develop 2 or more careers simultaneously. This is known as portfolio working.
