The EPA Radon Proficiency Programs which began in 1986, credential radon testers, mitigators and measurement devices. The introduction of mandatory users fees and continuing education requirements resulted in a sharp decline in the number of individuals participating in the RPP, especially in non-regulatory states.
These facts, along with the high cost of creating and maintaining examinations and administering the program moved EPA into discussions of privatizing the proficiency programs as far back as 1995.
In November of 1996, at the All States Radon Meeting, Ray Johnson, President-Elect of The Health Physics Society and President of the American Association of Radon Scientists and Technologists, proposed the formation of, an independent, National Radon Safety Board.

The National Radon Safety Board is an independent, non-profit, incorporated board of volunteers, representing the interests of all radon stakeholders.
The organization was modeled after the credentialing programs of the American Board of Health Physics, which has been successful at credentialling certified Health Physicists for some 30 years. .

Board Certification means that an individual has met the requirements of training, professional experience , and examination, in order to be certified by the NRSB.
State programs have recognizd the NRSB certification, and may even use all or part of the NRSB’s program as evidence of successful attainment, of all or some state requirements. We use the terms “NRSB Certified” or “Board Certified” to make it clear that an NRSB Certification, is NOT a state certification or license.
The NRSB is a credentialing body not a regulatory body.
