4 PROJECT APPLICANT PROFILE
NEW users: “Create Profile” on left menu bar Adding and Deleting Registrants: Anyone with an eSNAPS account associated to the organization (can see org’s Applicant Profile) can add/delete registrants In order to access application for your organization, someone needs to add you as a Registrant Here’s how to do it: Select Applicants on left menu bar Select Registrant (people icon) Select paperclip icon Enter username and address of person to be added, the Registrant Select “Add Registrant” and then “Back to List” (Same process for Deleting Registrants)…click red circle by person to be deleted, follow prompts

5 UPDATING THE PROJECT APPLICANT PROFILE
NOTE: There is only one project applicant (this is the information for the organization doing the application…not the individual registrant) This must be reviewed and updated as needed before accessing the application First Time Applicants: Must have a DUNS Number ( and a SAM registration ( Select Applicants, then Add Select ”Organization” as Applicant Type, Enter Applicant Name, and Applicant Number (DUNS Number), Save and Back

To put Appliciant Profile in “Edit Mode” go to Submission Summary, click edit button Work through each screen updating as needed Profile Type: Project Applicant Organization Information: Enter all organizational information with asterisks Contact Information (Authorized & Alternate) Additional Information Attachments…must be updated each competition year with dates with in competition date frame (6/28/16 – 9/14-16) HUD form 2880-Applicant Disclosure Report SF-LLL-Disclosure of Lobbying Activities Code of Conduct (can do now to save time at grant agreement time) HUD form Drug-Free Workplace Non-Profit Documentation Survey on Equal Employment Opportunity Other Submission Summary: Complete button, Export to PDF

7 Funding Opportunity Registration
Select Funding Opportunity Registrations on left menu NEW: Select register icon next to “New Project Application FY2016” RENEWAL: Select register icon next to “Renewal Project Application FY2016” Select “Yes” to confirm registration Create the Project Application Select “Projects” on left menu Select “New/Renewal Project Application FY2016” in the Funding Opportunity Name drop down menu (screen will refresh and add icon appears) Select “Add” (paper with plus sign) “Create a Project” screen appears. Applicant name is pre-populated Enter Project Name. For Renewals enter the project name that is being renewed as it will appear on grant agreement Select “Save and Back”

Project application is now ready to be accessed. Click on “Submissions” on left menu Optional: can use the filter, and dropdowns to search by project name Scroll through list to find Project Application you just created Select file folder icon to access Project Application NOTE: As you enter Project Application it is a good idea to refer to: “eSNAPS Instructional Guide to FY2016 New/Renewal Project Application” and “Detailed Instructions for Completing the New/Renewal Project Application”

Current commitments at time of application, covering grant operating period, NOT based on projections. Can be cash, in-kind or both. Must be used for program eligible costs (see 24 CFR Part 578). 25 % including admin (excludes leasing costs). In FY2016, program income CAN be counted as match (includes occupancy charges when recipient/subrecipient is landlord/owner and tenant pays it directly to recipient/subrecipient) See 12 FAQ’s posted at and searching “match”

Answer ”Sources of Match Details” Questions: Commitment will be used as match (pre-selected “Yes”) Type of Commitment (Cash or In-Kind) Type of Source (Private or Government) Name the Source of the Commitment: Be as specific as possible, with as much detail as possible so HUD Field Office can quickly identify and approve source Date of Written Commitment Value of Written Commitment Add as many sources as needed to get 25 %

23 Screen 6I (RENEWAL) OR 6J (NEW): SUMMARY BUDGET
All fields are “Read Only” except for ADMIN “Total Requested for Grant Term for Admin”: Can request up to 10 % per HUD, of the Sub-Total field. Our CoC capped this at 7% a few years back System will not allow more than 10% and application will not be able to be submitted. For RENEWALS the ADMIN field MUST match what is recorded for ADMIN on the HUD-approved FY2016 GIW (the time to change this has passed)

RENEWALS AND NEW PROJECTS 7A: Attachments 1. Subrecipient Nonprofit Documentation (2A) 2/3. Other Attachments: available for any supporting documentation Additional Attachment screen will be available for Solo Applicants making an appeal and would attach: Rejection Letter (Appeal in Screen 3A) 7B: Certification: must be completed in order to submit application 8A: Intent to Appeal (only shows to those appealing) See page (Renewals) or page 9-10 (New Projects) in Detailed Instructions 8B: Summary: After all Applicant Profile screens and Application screens are completed with attachments, project can be submitted (get routed to correct CoC listed in 3A) ”Please Complete”…identifies screens missing information.
