2. History
Beginning of 2015 a committee was formed to evaluate the need for pre-trial services and substance abuse treatment for Summit County.
June/2015 we visited Salt Lake Criminal Justice Services and Salt Lake County Jail
September/2015 we traveled to Mesa County, CO and met with their Pre-Trial Services.

3. History September 2015 jail data collection began
October 2015 the Justice Reinvestment Initiative (JRI) was introduced by the CCJJ
January 2016 drug court participants were no longer being supervised by AP&P due to JRI
The committee’s focus changed to court supervision and substance abuse treatment to co inside with JRI
February 2016 Deputy Jon Evans took over supervision of drug court participants
April 2016 JRI screenings began

Objectives of JRI
Focus prison beds on serious and violent offenders
Strengthen probation and parole supervision
Improve and expand treatment services
Support local corrections facilities
Ensure oversight and accountability

What did JRI change?
Re-classified a number of crimes from felonies to misdemeanors
Changed the sentencing guide lines to keep lower crime convictions in county jails
Mandated assessment screenings for arrestee’s with new charges
Encourages counties to provide more supervision and treatment on lower crime convicted offenders

6. JRI How does this effect Summit County?
The jail is housing more offenders
Assessment screenings have been added to the booking process
There are statutory requirements for programming and offender supervision
Sheriff’s Office took over supervision of drug court
