2 In the long run a successful OA&IR implementation needs and empowering policy framework to govern and facilitate the co-operation between different stakeholders with diverse needs and concerns

3 Working definitions Mandate An official order to do something
Policy A guiding principle designed to influence decisions, actions, and achieve outcomes Business rules Operations, definitions and constraints that apply to an organization to achieve goals, communicate internally and externally and to operate more efficiently Guidelines Official instructions or advice about how to do something Standards Memorandum of understanding Document describing the rights of parties involved in an agreement or transaction Service Level Agreement Document describing what parties involved in an agreement can expect from one another

4 Policy Content Purpose statement  desired effect
Applicability and scope: who will be affected, which actions are impacted Effective date when policy comes into force Responsibilities: who is responsible for carrying out individual policy statements Policy statements: specific regulations, requirements, modifications to organizational behaviour

5 Reminders Policy is organization specific
Should be aligned with other policy and practices within the university and the library Policy is platform specific (to a certain degree) Policy needs to be used actively Policy should grow with the organization/project and be revised regularly

7 Exercise You are the Policy Advisory Group for the IR of University X. You plan to archive theses and dissertations, journal articles, conference papers, conference presentations (Powerpoints) and book chapters. You will provide OA whenever possible. List all the issues and the relevant policy/business rule/guidelines needed to succeed Decide on the level of the policy: 1) IR; 2) Library; 3) University Who will/should decide on/ratify this policy What kind of advocacy/lobbying will be needed
