3 Other SETA achievements
Labour Other SETA achievements The opening of three Provincial Offices during November 2005 in KZN,LP and EC. The awarding of 85 bursaries to unemployed learners during the official launches of the provincial offices. This translates to 23 EC, 34 LP and 28 KZN. Coordination of a provincial meeting in the EC where in the Premier interacted with all SETAs and all government departments around the provincial growth and development strategy for alignment. Conducting nation-wide capacity building workshops where 1443 individuals participated in communication of the new NSDS targets and reinforcement of the importance of prioritisation and participation in skills development. Provider development workshops were conducted across the country and 232 potential providers attended. These workshops resulted in 140 new accredited providers. Six new qualifications were allocated to the SETA, which include the National Diploma for partially sighted persons, National Diploma for Braille practice, Advanced Certificate in School Management and Leadership. 6 SETA Provincial Forum participation
Labour SETA Provincial Forum participation The SETA has historically participated in provincial training committees of the Departments of Education and other constituent members such as Higher Education structures and Further Education and Training structures. These are part of the medium and large organisations in the ETD sector. The SETA opened provincial offices in three provinces during November ’05. These provinces include KZN, LP and EC. These provinces are actively participating in the PSDFs. Invitations have been extended to the SETA to participate in the provinces where no physical offices exist. These provinces include NW,FS and NC. The SETA is making plans for the participation in these structures in the remaining provinces which include WC, GP and MP. PSDF Comments (cont.) Labour Currently there are minimal linkages between the SETA SSP and the provincial skills development priorities. Most of the Skills Development Forums only highlight ECD and ABET to an extent, but the priorities are more in the technical fields such as engineering, construction, tourism etc. Unaccredited providers are being used for the delivery of learning programmes in the provinces. To improve quality, accredited providers could be utilised to do the training. All parties should be involved during the planning to align individual SETA priorities. Future plans (cont.) PSDF FETs To include the provincial PGDS’s in the SETA planning process to align the annual SETA business plans. Dissemination of all the research results on the sectors scarce and critical skills for planning for 2007/8. To actively participate in the PSDFs in all the nine provinces. Capacity building of FETs in accreditation and learning programme evaluation processes. To motivate for the participation of Further Education and Higher Education structures in the PSDF structure. Establishing partnerships and workplace agreements for learner placements in scarce and critical in the sector. The facilitation of a meeting with the Premier’s office, all the SETAs and all the provincial government department to align the provincial skills development strategy. Recruiting learners from the FETs to participate in the Professional Graduate Certificate in Education (PGCE) and Occupationally Directed Education and Training Development learnerships. Bursaries and Internships will be made available to FETs in the areas of scarce and critical skills.
